Procedures for registering for voluntary social insurance online in Vietnam (Internet image)
The General Director of Vietnam Social Insurance issued Decision 49/QD-BHXH dated January 19, 2023 on the online public service "Registration for Voluntary Social Insurance on the Public Service Portal".
According to Decision 49/QD-BHXH, the online registration procedure for voluntary social insurance is carried out as follows:
Individuals, belonging to the following subjects:
- Participants in voluntary social insurance are subject to participation as prescribed in Clause 4, Article 2 of the Law on Social Insurance.
- Social insurance agencies, organizations, and individuals involved in the implementation order in this process.
- If participants receive additional assistance in addition to the State's assistance for voluntary social insurance contributions as specified in Item a, b, and c, Clause 1, Article 14 of Decree 134/2015/ND-CP, then:
Only applicable to cases where the provincial or district level supports the payment at the same rate for all participants belonging to each target group in the locality.
- Register to participate in voluntary social insurance for the first time;
- Change from participation in compulsory social insurance to participation in voluntary social insurance;
- Continue to participate in voluntary social insurance according to the registered method and payment rate;
- Re-register the payment method and monthly income as the basis for paying voluntary social insurance.

Step 1: Log in to the National Public Service Portal (at https://dichvucong.gov.vn) or the Public Service Portal of the Vietnam Social Security Administration (at https://dichvucong.hiemxahoi.gov.vn) .
If an individual does not have an account, register for one on the National Public Service Portal or the Social Security Administration's Public Service Portal.
Step 2: Participants fully and accurately declare information fields according to Form 02-TK on the Public Service Portal and are responsible for the declared content.
Step 3: The software system automatically checks and compares the participant's information declared. Specifically:
- For participants belonging to poor or near-poor households: determine the place of residence (province level, district level) with the national population database, determine the subjects receiving state support with the payment rate with the data of the people belonging to poor households and near-poverty households are monitored and accurately determined by the social insurance agency for participants to pay online.
In case the place of residence is incorrect or not subject to state support, the software displays a notification to the participant about the residential address that is not consistent with the national population database or the information is not consistent with the list of subjects eligible for payment support from the State to contact the Public Security agency for guidance, the agency that approves the list of poor and near-poor households for guidance and adjustment; then repeat step 2 or you can register to participate at the collection organizations of social insurance, health insurance or at the social insurance agency.
For other participants: Using the national population database, the software determines the permanent residence (province, district level) and the exact amount to be paid for participants to pay online.
If the participant's address is incorrect, the software system notifies them about the incorrect address in the national database, allowing them to contact the Public Security Agency for guidance and adjustment. Then repeat step 2 or you can register to participate in voluntary social insurance at organizations collecting social insurance, health insurance, or at the social insurance agency.
Step 4: Participants make online payment
On the Public Service Portal, receive e-money receipts and notification of the deadline for paying social insurance books as prescribed as soon as the transaction is successful.
Step 5: Participants receive the electronic social insurance book or the paper social insurance book according to the registered method.
Step 1: Register and log in to the National Public Service Portal at https://dichvucong.gov.vn or the Public Service Portal of Vietnam Social Security at https://dichvucong.baohiemxahoi.gov.vn.
Step 2: Select the service Register to participate in voluntary social insurance.
Step 3: Participants declare information in accordance with the above-mentioned implementation order in order to register for voluntary social insurance.
Step 4: Participants choose to pay and follow the payment instructions.
Step 5: Receive notification: Receipt of electronic money collection from banking system/payment intermediaries.
Step 6: Receive notice of deadline for payment of social insurance books.
Step 7: Receive the electronic social insurance book or the paper social insurance book according to the registered method.
