Content mentioned in Decision 1893/QD-BTC in 2023 announcing revised and supplemented administrative procedures in the field of price management within the scope of management functions of the Ministry of Finance

1. Procedures:

Step 1: Candidates submit 01 (one) set of exam registration documents directly to the Exam Council Office and pay the exam fee as prescribed in Article 5 of Circular 46/2014/TT-BTC.

Step 2: The Exam Council office receives the exam registration documents and prepares a confirmation of complete submission of documents and a receipt for payment of exam fees according to regulations.

2. Submission methods: Submit directly to the Exam Council Office (Price Management Department - Ministry of Finance).

3. Components and quantity of documents:

* Components:

- The exam registration form has a 4x6cm sample photo taken within 6 months from the date of exam registration.
according to the form specified in Appendix No. 02a issued together with Circular 46/2014/TT-BTC, amended and supplemented in Thông tư 43/2023/TT-BTC.

- Certificate of actual working time at the agency or unit according to the specialty specified in Clause 3, Article 4 of Circular 46/2014/TT-BTC with the signature of the legal representative and affix the identification stamp of the agency or unit according to the form specified in Appendix No. 02b issued with Circular 46/2014/TT-BTC.

- Curriculum vitae is amended and supplemented in Circular 43/2023/TT-BTC dated June 27, 2023.

- Certified copy of ID card or passport.

- Certified copy of university and postgraduate diplomas specified in Clause 2, Article 4 of Circular 46/2014/TT-BTC.

- Certified copy of the certificate specified in Clause 4, Article 4 of Circular 46/2014/TT-BTC.

- 03 (three) 4x6cm color photos taken within 06 months from the exam registration date; 03 (three) stamped envelopes clearly stating the recipient's full name and address.

- Exam fee receipt.

* Quantity: 01 set.

4. Processing time: 01 day.

5. Subjects carrying out administrative procedures: Individuals.

6. Agency implementing administrative procedures: Ministry of Finance (Price Management Department).

7. Results of administrative procedures: confirmation of complete submission of documents and receipt of exam fee payment.

8. Fees and Charges: Exam fees are collected in Vietnam Dong and paid directly at the Exam Council Office or transferred to the bank according to the Exam Council's notice for each exam (if any). The fee for taking the exam is according to the regulations of the Ministry of Finance. The exam council is responsible for announcing the exam fee for each exam.

9. Name of application form and declaration form: Exam registration form specified in Appendix No. 2a, Circular 46/2014/TT-BTC, remove the section "Legal representative of the agency, unit or People's Committee of the ward or commune of residence (signature, full name, stamp)" and remove "stamping" for 4x6cm photos, amended and supplemented in Thông tư 43/2023/TT-BTC and Appendix 2b, Circular 46/2014/TT-BTC.

10. Requirements and conditions for implementing administrative procedures:

- Have civil conduct capacity, have a clear background, professional ethics, integrity, honesty, objectivity and a sense of compliance with the law.

- Have a university or post-graduate degree in pricing, valuation, economics, economics - engineering, engineering, or law issued by legal training organizations in Vietnam or abroad.

- Have an actual working period of 36 months or more from the date of receiving a university diploma to the last day of the deadline for receiving exam registration documents according to majors specified in Clause 2, Article 4 of Circular 46/2014/TT-BTC.

- Have a valid price appraisal professional training certificate issued by an agency or organization with a specialized training function in price appraisal according to regulations of the Ministry of Finance.

- People registering to take the exam for the first time must register to take at least the 03/05 specialized exam subjects specified in Point a, Clause 1, Article 8 of Circular 46/2014/TT-BTC.
