1. Application for recognition of an animal disease-free facility

The registration dossier for recognition of an animal disease-free facility includes:

- The owner of the facility registering for recognition of animal disease safety shall submit 01 set of documents to the Veterinary Authority in one of the following forms: Directly, via online public service, or by postal service.

- Application dossier for the recognition of an animal disease-free facility includes:

+ Registration form according to the form;

- A description of information about the facility registering for recognition of animal disease safety according to the form.

2. Procedures for registering for recognition of animal disease-free facilities in Vietnam

* Receive and proceed applications for recognition of animal disease-free facilities

- Within 05 days from the date of receiving the dossier, the Veterinary Authority receives and evaluates the dossier. In the event that the dossier is complete and valid, the veterinary agency will notify the facility owner about the actual assessment plan at the facility. In the event that the dossier is invalid, the Veterinary Authority shall notify the facility owner in writing for completion.

- For the cases specified in Clause 3, Article 13 of Circular 24/2022/TT-BNNPTNT, within 05 days from the date of receiving the dossier, the Veterinary Authority receives and evaluates the dossier. If the dossier is complete and valid, the Veterinary Authority will issue a Certificate of disease-free facility according to regulations. In the event that the dossier is invalid, the Veterinary Authority shall notify the facility owner in writing for completion.

* Organize assessment of establishments registering for recognition of animal disease safety

- Within 10 days from the date of completion of appraisal of the content of the dossier, the Veterinary Authority establishes an assessment team and conducts an assessment at the facility according to the provisions of Article 16 of Circular 24/2022/TT-BNNPTNT.

- Members of the assessment team include:

+ Team leader: Is a leader at department level or higher of the Veterinary Agency;

+ Member: Are leaders and department-level professional staff of the Veterinary Agency and other related units.

- Number of members participating in the evaluation team: No more than 05 people.

* Issue Certificate of animal disease safety facility

- Within 05 working days from the date of completion of the assessment at the facility or from the date of receiving disease test results as prescribed in Clause 4, Article 16 of Circular 24/2022/TT-BNNPTNT:

+ The veterinary agency issues a Certificate to the facility that meets the requirements and adds the facility's name to the list of facilities and animal disease-free zones;

+ The veterinary agency shall issue a written response clearly stating the reason in case the facility has unsatisfactory assessment results.

- Certificate form:

+ The Department of Animal Health issues the Certificate according to the form specified in Section 1 of Appendix XII issued with Circular 24/2022/TT-BNNPTNT or at the request of the importing country;

+ The provincial veterinary management agency issues the Certificate according to the form specified in Section 2 of Appendix XII issued with Circular 24/2022/TT-BNNPTNT.

* Validity of Certificate of animal disease-free facility:

- The certificate is valid for 5 years from the date of issue.

- The certificate expires in one of the following cases:

+ After 05 years from the date of issue;

+ The facility is dissolved or no longer operates livestock or aquaculture activities for animals that have been recognized as disease-free;

+ A disease occurs or a pathogen that has been recognized as safe is detected at the facility;

+ Failure to implement measures to maintain disease-free facility conditions as prescribed in Article 21 of Circular 24/2022/TT-BNNPTNT or failure to correct errors according to inspection results of the Veterinary Authority;

+ Providing inaccurate records and data as prescribed in Point b, Clause 6, Article 16 of Circular 24/2022/TT-BNNPTNT.

Circular 24/2022/TT-BNNPTNT takes effect on February 15, 2023.
