Procedures for Registering Drug Rehabilitation at Home in Vietnam​ (Illustration)

Subjects for rehabilitation at home are drug addicts residing in the community who voluntarily declare and register for rehabilitation at home. Articles 9 and 10 of Decree 94/2010/ND-CP stipulate the procedures for registering for rehabilitation at home as follows:

- Registration location in Vietnam:

Drug addicts or their families, guardians of underage drug addicts are responsible for voluntarily registering for rehabilitation at home with the People’s Committee of the commune where they reside. The working group assists the Chairman of the commune-level People’s Committee in receiving applications for voluntary rehabilitation at home.

- Registration dossier in Vietnam includes:

• -Voluntary rehabilitation at home registration application from the individual or family, guardian of the drug addict. The application content must include: drug addiction status; drug addiction rehabilitation methods participated in; health status; commitment to voluntary home-based drug addiction rehabilitation;
• Résumé of the drug addict;
• Personal rehabilitation plan of the drug addict.

- Authority to review the dossier and consent to apply rehabilitation at home in Vietnam:

• Within three working days from the date of receipt of the voluntary rehabilitation at home registration dossier, the working group is responsible for verifying the dossier and drafting a document to submit to the Chairman of the commune-level People’s Committee for a decision on managing voluntary rehabilitation at home.
• The decision on managing voluntary rehabilitation at home must clearly state the date, month, year of the decision; full name, position of the decision maker; full name, date, month, year of birth, place of residence of the rehabilitating person; articles and clauses of the legal document applied, the duration of application, the effective date of the decision; the responsibility of agencies, organizations, individuals, and families assigned to manage and assist the rehabilitating person.
• The decision on managing voluntary rehabilitation at home is sent to the individual and family of the rehabilitating person, the Head of the working group, and the Head of the residential group where the drug addict resides.
