On July 22, 2024, the Minister of Culture, Sports, and Tourism of Vietnam issued Decision 1998/QD-BVHTTDL announcing the amended and supplemented administrative procedures in the field of tourism under the management of the Ministry of Culture, Sports, and Tourism of Vietnam.

Procedures for recognizing procurement service provider qualified for provision of services for tourists in Vietnam from August 20, 2024

According to the administrative procedures issued with Decision 1998/QD-BVHTTDL on July 22, 2024, the procedures for recognizing procurement service provider qualified for provision of services for tourists in Vietnam are as follows:

* Implementation Steps:

- Organizations and individuals providing services for tourists can voluntarily register for recognition as procurement service provider qualified for provision of services for tourists with the competent state authority.

- Organizations and individuals providing services for tourists submit their applications to the Department of Tourism/Department of Culture, Sports, and Tourism where the business establishment is located.

- Within 20 days from the date of receipt of a valid application, the Department of Tourism/Department of Culture, Sports, and Tourism will appraise and recognize; in case of non-recognition, a written response must be provided with the reasons clearly stated.

* Implementation Methods:

- Submit directly or via postal service to the Department of Tourism/Department of Culture, Sports, and Tourism.

- Submit through electronic means if the provincial administrative procedure information system has implemented online reception.

* Components and Quantity of Dossiers:

- Dossier components:

+ Application for recognition as an establishment meeting standards for serving tourists (Form No. 10 Appendix II issued with Circular 06/2017/TT-BVHTTDL amended at Point b, Clause 1, Article 2 Circular 04/2024/TT-BVHTTDL);

Form No. 10

+ Explanation of meeting tourism service standards.

- Quantity of dossiers: 01 (set).

* Processing Time: 20 days from the date of receipt of a valid dossier.

* Procedure Implementation Subject: Organizations, individuals.

* Procedure Implementation Agency:

- Decision-making authority: Department of Tourism/Department of Culture, Sports, and Tourism.

- Directly implementing agency: Department of Tourism/Department of Culture, Sports, and Tourism.

* Result of administrative procedure implementation: Decision.

* Fees: 1,000,000 VND/dossier (Circular 34/2018/TT-BTC).

* Form names, declarations:

Application for recognition as an establishment meeting standards for serving tourists (Form No. 10 Appendix II issued with Circular 06/2017/TT-BVHTTDL amended at Point b, Clause 1, Article 2 Circular 04/2024/TT-BVHTTDL);

* Requirements, conditions for administrative procedure implementation:

- Possess business registration and ensure business conditions for goods as prescribed by law;

- Clear information about the origin and quality of goods;

- Listed prices and sell at the listed prices.

- Employees have a civilized and polite service attitude;

- Possess clean toilets with ventilation and sufficient lighting.

* Legal basis of the administrative procedure:

- Law on Tourism 2017 which came into force in Vietnam from January 1, 2018.

- Circular 06/2017/TT-BVHTTDL which came into force in Vietnam from February 1, 2018.

- Circular 34/2018/TT-BTC stipulating the fee, policies for collection, payment, management, and use of the appraisal fee for recognizing tourism accommodation establishments, and other tourism business establishments that meet standards for serving touristswhich comes into force in Vietnam from May 14, 2018.

- Circular 13/2019/TT-BVHTTDL which came into force in Vietnam from January 20, 2020.

- Circular 04/2024/TT-BVHTTDL which comes into force in Vietnam from August 20, 2024.

More details can be found in Decision 1998/QD-BVHTTDL which takes effect in Vietnam from August 20, 2024.

The content regarding the appraisal fee in the Central-level administrative procedures under serial numbers 01, 02, 03 of Section A Part I; Provincial-level administrative procedures under serial numbers 01, 02, 03, 06, 07, 08, 09, 10 of Section B Part I issued with Decision 1998/QD-BVHTTDL will take effect from the date of signing and promulgation.
