This is noteworthy content in Circular 24/2015/TT-BKHCN issued by the Ministry of Science and Technology, which provides regulations on inspectors, specialized inspectors, and collaborator in field of Science and Technology in Vietnam, issued on November 16, 2015.
Procedures for recognizing and derecognizing specialized inspectors in field of Science and Technology in Vietnam (Internet image)
According to Article 7 of Circular 24/2015/TT-BKHCN, the Director General and Head of Department have the authority to recognize and discontinue the recognition of specialized inspector titles. The Legal Department - Inspectorate of the General Department, Inspectorate of the Department (hereinafter collectively referred to as the advisory units for specialized inspection) shall conduct a review and selection of officials meeting the standards stipulated in Article 6 of this Circular, and compile a dossier for submission to the Director General or Head of Department for consideration, selection, and decision to recognize specialized science and technology inspector titles in Vietnam.
In cases where specialized inspectors fall into one of the categories specified in Point a, Clause 4 of this Article, the advisory units for specialized inspection shall submit to the Director General or Head of Department for a decision to discontinue the recognition of the specialized inspector.
The application for the recognition of specialized inspector titles in Vietnam includes:
- A document requesting the recognition of the specialized inspector from the advisory units for specialized inspection;
- A resume in accordance with form 2C-BNV/2008 issued with Decision No. 02/2008/QD-BNV dated October 6, 2008, by the Minister of Home Affairs on the issuance of management profile templates for officials, certified by the head of the agency directly managing and employing the official;
- Copies of degrees and professional certificates in accordance with the standards for specialized inspectors stipulated in this Circular.
The decision to recognize specialized inspector titles must include the following basic contents:
- The legal basis for the issuance of the decision;
- Information about the official recommended for recognition, including: Full name, official rank, current position, field assigned for inspection, whether full-time or part-time.
Note: The discontinuation of the recognition of specialized inspector titles in the following cases:
- Officials transferred or rotated to another agency, organization, or unit that does not have the function of conducting specialized science and technology inspections;
- Submission of a voluntary resignation from the specialized inspector position;
- Failure to complete specialized inspection tasks for 2 consecutive years;
- Violation of civil service discipline and being disciplined by a warning or more severe sanction;
- Other reasons as prescribed by law.
The decision to discontinue the recognition of specialized inspector titles must include the following basic contents:
- The legal basis for the issuance of the decision;- Information about the official recommended for discontinuation of recognition, including: Full name, official rank, current position, field assigned for specialized inspection, whether full-time or part-time;
- Effective date of the discontinuation of recognition as a specialized inspector.
Additionally, the decision to recognize or discontinue the recognition of specialized inspectors is made according to forms BM 03 and BM 04 of Circular 24/2015/TT-BKHCN and one copy is sent to the Ministry Inspectorate.
Detailed regulations can be found in Circular 24/2015/TT-BKHCN, which comes into effect in Vietnam from January 15, 2016.
