This is an important content in Circular 20/2012/TT-BVHTTDL of the Ministry of Culture, Sports, and Tourism of Vietnam on application and procedures for sending, receiving intangible cultural heritage materials, relics, antiquities, and national treasures, promulgated on December 28, 2012.
Procedures for receiving and sending intangible cultural heritage, relics, antiquities, and National treasures to museums in Vietnam (Internet image)
To be specific, Article 6 of Circular 20/2012/TT-BVHTTDL stipulates the procedures for depositing intangible cultural heritage materials, relics, antiquities, and national treasures into public museums or competent state agencies in Vietnam as follows:
- The sender must submit directly or by post 01 (one) set of application for sending materials and artifacts in accordance with Article 5 of Circular 20/2012/TT-BVHTTDL to the recipient.
- The recipient receives and reviews the application for sending materials and artifacts; within 05 working days from the date of receiving the application, the recipient must respond in writing to the sender regarding the acceptance or rejection of the deposit, in the case of rejection, the reasons must be clearly stated.
- The recipient and the sender shall agree together to unify the plan for implementing the sending and receiving of materials and artifacts.
- The sender and the recipient coordinate to carry out the sending and receiving of materials and artifacts according to the following sequence:
- Check the application and the sent materials and artifacts;
- Sign the Contract for sending and receiving materials and artifacts, according to Form No. 4 issued with Circular 20/2012/TT-BVHTTDL;
- Perform the delivery and receipt of the sent materials and artifacts and make a Delivery and Receipt Record according to Form No. 5A issued with Circular 20/2012/TT-BVHTTDL.
Regarding the time limit for processing the application and procedures for sending and receiving materials and artifacts as stipulated in Clause 4 Article 6 of Circular 20/2012/TT-BVHTTDL, the maximum is 05 working days; in case of sending and receiving a large number of materials and artifacts, the two parties shall negotiate.
