Regarding this matter, LawNet would like to answer as follows:

On March 22, 2024, the Minister of Transport issued Decision 290/QD-BGTVT announcing revised administrative procedures in the field of domestic waterways under the Ministry of Transport.

Procedures for re-registering vehicles used for recreational water activities in Vietnam as of April 10, 2024

The procedures for re-registering vehicles used for recreational water activities are as follows:

(1) Submitting administrative procedure documents:

- Organizations and individuals submit directly or send via postal system or online public service system to the vehicle registration agency one original copy or electronic form of the request form according to the Template.

- In case it is necessary to transfer vehicle registration to another local vehicle registration agency, the vehicle owner submits a request form for transfer, stating the new place of registration and resubmitting the previously issued Vehicle Registration Certificate. The vehicle registration agency where the vehicle owner requests registration transfers, based on the vehicle database, issues a new Vehicle Registration Certificate to the vehicle owner with the registration information unchanged from the previous Vehicle Registration Certificate.

(2) Processing administrative procedures:

- In case of changing the vehicle name, technical specifications, or ownership:

+ The vehicle registration agency receives and checks the documents. In case the documents are not valid, within 01 working day from the date of receiving the documents, instruct the applicant to complete the documents according to the regulations in this Decree.

+ The vehicle registration agency revokes the previously issued Vehicle Registration Certificate and destroys it according to the regulations.

+ Within 03 working days from the date of receiving valid documents, the vehicle registration agency issues a new Vehicle Registration Certificate to the vehicle owner. If it is not issued, a written response stating the reason must be provided.

- In case of transferring vehicle registration to another local vehicle registration agency:

+ The vehicle owner submits a request form for transfer, stating the new place of registration, and resubmits the previously issued Vehicle Registration Certificate.

+ The vehicle registration agency where the vehicle owner requests registration transfers, based on the vehicle database, issues a new Vehicle Registration Certificate to the vehicle owner with the registration information unchanged from the previous Vehicle Registration Certificate.

Components of the application for re-registering for vehicles used for recreational water activities in Vietnam

The components of the application for re-registering for vehicles used for recreational water activities in Vietnam are as follows:

- In case of changing the vehicle name:

+ Request form for vehicle registration according to the Template.

+ Previously issued Vehicle Registration Certificate and presentation of the Technical Safety and Environmental Protection Certificate still valid for vehicles subject to inspection.

- In case of changing technical specifications:

+ Request form for vehicle registration according to the Template.

+ Previously issued Vehicle Registration Certificate, receipt or confirmation of fee payment (if any).

+ Presentation of the Technical Safety and Environmental Protection Certificate still valid for vehicles subject to inspection.

- In case of changing ownership:

+ Request form for vehicle registration according to the Template.

+ Previously issued Vehicle Registration Certificate, receipt, or confirmation of fee payment (if any).

+ Presentation of documents proving ownership rights according to regulations: Sales contract, contract for new construction of the vehicle, or other equivalent documents.

+ Presentation of the Technical Safety and Environmental Protection Certificate still valid for vehicles subject to inspection.

- In case of transferring vehicle registration to another local vehicle registration agency:

+ Request form for transfer, stating the new place of registration, and resubmitting the previously issued Vehicle Registration Certificate.
