The content is clearly stipulated in Circular 13/2010/TT-BVHTTDL regarding the procedures for the recognition of national treasures in Vietnam issued by the Ministry of Culture, Sports and Tourism.
Procedures for preparing the dossier of an artifact to be recognized as a national treasure in Vietnam (illustrative image)
Article 2 of Circular 13/2010/TT-BVHTTDL stipulates the compilation of the dossier of an artifact to be recognized as a national treasure in Vietnam as follows:
- The dossier of an artifact to be recognized as a national treasure in Vietnam (hereinafter referred to as the artifact dossier) includes:
- The explanatory report on the artifact proposal for recognition as a national treasure, in which the characteristics of the artifact must be clearly stated according to the criteria specified in the Cultural Heritage Law (Form No. 1 issued together with this Circular);
- Photos: 01 overall photo and 01 detail photo (color photos, size from 9cm x 12cm or larger), fully captioned, ensuring the basic features of the artifact are shown. It is encouraged to send accompanied by digital storage photos;
- Audio and video recordings (if any) must have clear sound and images showing the uniqueness of the artifact (recorded on tape or disc);
- Copies, rubbings (if any), translations for artifacts that are books, ancient scripts, or artifacts with decorative patterns, scripts displayed on the artifact;
- Other documents related to the artifact (if any) include documents about the artifact; witness confirmation for artifacts of historical value; and certificate of registration of relics and antiques.
Regarding the quantity: The artifact dossier is compiled into 04 sets (01 set of dossier kept by the compiling organization or individual; 03 sets of dossiers sent to competent authorities for the proposal of recognition as a national treasure).
Organizations and individuals who own or are assigned to manage the artifacts are responsible for compiling the artifact dossier for the proposal for recognition as a national treasure. The artifact dossier must ensure accuracy, truthfulness, and professional requirements during the process of proposing the recognition as a national treasure.
Directors of the Departments of Culture, Sports and Tourism are responsible for guiding organizations and individuals in compiling the artifact dossier upon request from organizations and individuals.
