This is a noteworthy content in Circular 33/2020/TT-BGDDT of the Ministry of Education and Training regulating the appraisal of local educational materials in Vietnam, issued on September 15, 2020.
Procedures for organizing the appraisal of local educational materials in Vietnam (Illustrative image)
Article 10 of Circular 33/2020/TT-BGDDT stipulates that no later than 15 (fifteen) days before the first meeting of the Council, the materials must be sent by the appraisal organizing unit to the Council members; the members of the Council read, study, and write comments and evaluate the materials in Vietnam according to the criteria specified in Article 3 of Circular 33/2020/TT-BGDDT. The specific process for organizing the appraisal of materials in Vietnam is as follows:
First, Council members evaluate and classify the materials in Vietnam:
- Evaluate the materials according to each criterion specified in Article 3 of this Circular and classify the materials into one of three categories: "Pass", "Pass but needs revision", "Fail".
- Overall evaluation and classification of materials into one of three categories: "Pass", "Pass but needs revision", "Fail":
- The materials are classified as "Pass" if all criteria specified in Article 3 of Circular 33/2020/TT-BGDDT are classified as "Pass";- The materials are classified as "Pass but needs revision" if all criteria specified in Clauses 2, 3, and 4, Article 3 of this Circular are classified as "Pass" and "Pass but needs revision", in which the criteria specified in Clause 1, Article 3 of Circular 33/2020/TT-BGDDT must be classified as "Pass";- The materials are classified as "Fail" in other cases.
Second, the Council meets, discusses, and evaluates the materials according to each criterion specified in Article 3 of Circular 33/2020/TT-BGDDT:
- The materials are classified as "Pass" by the Council if at least 3/4 (three-fourths) of the Council members classify them as "Pass".
- The materials are classified as "Pass but needs revision" by the Council if at least 3/4 (three-fourths) of the Council members classify them as "Pass" and "Pass but needs revision" or at least 3/4 (three-fourths) of the Council members classify them as "Pass but needs revision".
- The Council classifies the materials as "Fail" in other cases.
Third, the Council reports the results of the material appraisal to the appraisal organizing unit to submit to the Provincial People's Committee for review and decision:
- Organize revisions and supplements for materials classified as "Pass but needs revision" by the Council and reappraise according to the provisions of Clauses 2 and 3, Article 10 of Circular 33/2020/TT-BGDDT.
- Organize re-writing for materials classified as "Fail" by the Council and reappraise as if appraising for the first time.
- Send to the Ministry of Education and Training of Vietnam for review and approval for materials classified as "Pass" by the Council.
