Procedures for Medical Examination and Treatment with Health Insurance Cards with and without Photos

In Official Dispatch 4996/BHXH-CSYT, Vietnam Social Security provides notes on medical examination and treatment procedures using health insurance cards in certain cases as follows:

Procedures for Medical Examination and Treatment (KCB) using Health Insurance Card (BHYT) with or without a photo:

- In case the BHYT card does not have a photo: Present the BHYT card and one of the following documents:

- Photo identification issued by an authorized agency or organization; or- Certification from the communal police (with photo, sealed across) or;- Other documents certified by the educational institution, vocational education institution where the student is managed (with photo, sealed across) or;- Other documents proving legal personal identification.

- In case the BHYT card has a photo: While awaiting instructions for issuing electronic BHYT cards, the Social Insurance Agency (BHXH) advises participants to submit 02 photos (size 2x3cm). Specifically:

- 01 photo affixed in the designated position on the BHYT card (with a raised, shrunken seal of the BHXH agency crossing the photo and the BHYT card);- 01 photo kept with the application for issuing the BHYT card (only applicable when the participant does not have the identification documents mentioned in the case of the BHYT card without a photo).

Procedures for Medical Examination and Treatment (KCB) for children under 6 years old:

Children under 6 years old, when going for KCB, can use a copy of the birth certificate or birth notification in place of the BHYT card.

The provincial BHXH requests the KCB facility to search on the Reception Portal of the Health Insurance Information Verification System to determine whether the child has been issued a BHYT card. If verified on the Reception Portal of the Health Insurance Information Verification System that the child has been issued a BHYT card, the BHYT benefits will be resolved based on the BHYT card number and the initial KCB registration place recorded on the child's BHYT card.

Only use a copy of the birth certificate or birth notification in place of the BHYT card when the BHYT card has not been issued.

Use of Referral Documentation

In cases where the referral documentation is valid until December 31, 2018, but the treatment period has not concluded, the referral documentation can be used until the end of that treatment period.
