On January 19, 2024, the Ministry of Transport issued Decision 61/QD-BGTVT on announcing amended and supplemented administrative procedures in the road sector within the scope of management functions of the Ministry of Transport.

Procedures for issuing traffic safety investigator's certificates in Vietnam

(1) Implementation sequence:

* Submit administrative procedure documents:

- Training institutions wishing to submit applications to the Vietnam Road Administration.

* Resolving administrative procedures:

- Vietnam Road Department receives and checks the following documents:

+ In case of direct submission: After checking the documents to see if they comply with regulations, immediately receive the documents; If not in accordance with regulations, direct instructions to the training facility that submitted the application to complete the application;

+ In case of submission via postal system: If the application is not complete as prescribed, no later than 02 working days from the date of receipt, there must be written instructions for the training facility that submitted the application to complete the application;

+ In case of submission via the online public service system: If the dossier is not completed as prescribed, no later than 02 working days from the date the training facility declares and submits the dossier, there must be written instructions for the training facility that has submitted the dossier to complete the dossier. profile;

- Vietnam Road Administration conducts an application appraisal and, if eligible, issues a certificate to each student (with satisfactory exam results) named in the training facility's Report; In the event of not issuing a certificate, there must be a written response clearly stating the reason;

- Return of the certificate is done at the Vietnam Road Administration or through the postal service at the request of the training facility.

(2) Submission methods:

- Submit directly, through the postal system, or through the online public service system.

(3) Components and quantity of documents:

* Profile components:

- Certificate issuance application according to the prescribed form;

- Decision to recognize the exam results of students participating in the training course;

- 02 color photos of each student requesting a certificate, size 4 cm x 6 cm, blue background, ID card style, taken within no more than 06 months.

* Number of documents: 01 set.

(4) Processing time limit:

- 15 working days from the date of receipt of complete documents according to regulations.

(5) Subjects performing administrative procedures:

- Organization.

(6) Agencies implementing administrative procedures:

- Competent agency: Vietnam Road Administration;

- Authority or competent person authorized or decentralized to implement: None;

- Agency directly implementing administrative procedures: Vietnam Road Administration;

- Coordinating agency: None.

- Traffic safety investigator's certificates.

- Decree 64/2016/ND-CP dated July 1, 2016, amending and supplementing a number of articles of Decree 11/2010/ND-CP dated February 24, 2010, on the management and protection of road traffic infrastructure

- Decree 70/2022/ND-CP dated September 27, 2022, amending and supplementing a number of articles of decrees related to business activities in the road sector.
