Procedures for issuing operating licenses for Red Cross First Aid Stations and Points in Vietnam

This is an important provision stipulated in Circular 17/2014/TT-BYT Regulating the issuance of operating licenses for Red Cross first aid stations and points, and the training of Red Cross first aid in Vietnam, issued on June 02, 2014.

Procedures for issuing operating licenses for Red Cross First Aid Stations and Points in Vietnam (Illustrative image)

Red Cross emergency aid stations and points in Vietnam applying for an operating license shall follow the procedure below:

1. Dossier for requesting an operating license includes:

- Application for an operating license as per the form regulated in Appendix No. 2a issued together with this Circular;

- A certified copy of the establishment decision of the Red Cross emergency aid station or point;

- Lease contract of the premises or a written commitment from the owner or manager of the location where the Red Cross emergency aid station or point is situated;

- A certified copy of the professional certificate of personnel working at the Red Cross emergency aid station or point;

- Operational regulations of the Red Cross emergency aid station or point;

- Report on financial resources to ensure operating expenses of the Red Cross emergency aid station or point.

2. Procedure for issuing an operating license

- The Red Cross emergency aid station or point shall submit one dossier as regulated in Article 6 of this Circular to the Health Department.

- Within 20 working days from the date of receiving a valid dossier, the Health Department must establish an appraisal team to conduct the appraisal and send the appraisal report to the Department of Health. If the dossier is not valid, the Health Department shall provide written guidance for the Red Cross emergency aid station or point to complete the dossier.

- The appraisal team is headed by the Chief of the Health Department, with members including: representatives of the leadership of district hospitals or health centers and the head of the commune-level health station where the Red Cross emergency aid station or point is located.

- Within 10 working days from the date of receiving the appraisal report from the Health Department, the Director of the Department of Health must issue an operating license for the Red Cross emergency aid station or point. If the conditions for licensing are not met, a written reply with clear reasons must be provided.

3. Authority to issue an operating license

The Director of the Provincial or City Department of Health directly under the Central Government shall issue an operating license for Red Cross emergency aid stations and points within their management area.
