On May 10, 2024, the Ministry of Transport issued Decision 545/QD-BGTVT regarding the announcement of amended and annulled administrative procedures related to road transport under the Ministry of Transport.

Procedures for issuing new driving licenses in Vietnam (latest update)

(1) Implementation process:

* Submission of application:

- First-time learners, learners upgrading their licenses, and ethnic minority individuals who cannot read or write Vietnamese and are learning to drive motorcycles in categories A1 and A4, must prepare and submit their applications at the training facility.

- Driver training institutions must prepare and send applications to the Department of Transport.

* Processing of administrative procedures:

- Individuals who pass the examination will be issued a driving license corresponding to the category they are qualified for. Those upgrading their licenses must present the original driving license when receiving the new one.

- Based on the decision to recognize the examination results, the Department of Transport will issue a driving license to the successful candidates. The date of success will be recorded on the back of the driving license as the date of signing the decision to recognize the examination results.

- The driving license should be issued no later than 10 working days from the end of the examination period. The license will be returned after the candidate has fulfilled the obligation to pay the license issuance fee.

(2) Implementation method:

- Learner: Submit directly.

- Driver training institutions can submit through one of the following methods: direct submission, postal service, electronic documents, or data transmission through the driving license information system.

(3) Composition and quantity of applications:

(3.1) File composition:

* For first-time learners:

- Applications submitted by learners:

+ Application form for learning and examination to obtain a driving license according to the prescribed template.

+ Copy of temporary residence card, permanent residence card, diplomatic identification card, or official identity card for foreigners.

+ Health certificate issued by authorized medical facilities as stipulated.

- Applications submitted by driver training institutions:

+ Applications of learners.

+ Basic or advanced training certificates for those taking the A4, B1, B2, and C category examinations.

+ List of examination requests from the driving school, including the names of candidates.

* For individuals upgrading their driving license to B1, B2, C, D, E, and F categories:

- Applications submitted by learners:

+ Application form for learning and examination to obtain a driving license according to the prescribed template.

+ Copy of temporary residence card, permanent residence card, diplomatic identification card, or official identity card for foreigners.

+ Health certificate issued by authorized medical facilities as stipulated.

+ Copy of high school diploma or equivalent for those upgrading to D, E categories (original document to be presented during the examination file review).

+ Declaration of professional driving experience and safe driving distance according to the prescribed template.

- Applications submitted by Driver training institutions:

+ Applications of learners.

+ Upgrading training certificates.

+ List of examination requests from the driving school, including the names of candidates for upgrading.

* Ethnic minority individuals who cannot read or write Vietnamese and are learning to drive motorcycles in categories A1 and A4:

- Applications of learners: Health certificate issued by authorized medical facilities as stipulated.

- Applications submitted by Driver training institutions:

+ Applications of learners.

+ Basic training or training certificates for those taking the A4 category examination.

+ List of examination requests from the driving school, including the names of candidates.

(3.2) Quantity of Applications: 01 set.

(4) Processing time:

- 10 working days from the end of the examination period. The driving license will be returned after the candidate has fulfilled the obligation to pay the license issuance fee.

(5) Implementing entities:

- Organizations and individuals.

(6) Implementing agency:

- Competent authority: Department of Transport.

- Authorized or delegated agency/person: None.

- Direct administrative procedure implementing agency: Department of Transport.

- Coordinating agency: None.

(7) Results of administrative procedure:

- Road motor vehicle driving license.

(8) Fees:

- Driving license examination fee:

+ For motorcycle categories A1, A2, A3, A4: theoretical examination: 60,000 VND per session; practical examination: 60,000 VND per session.

+ For autotmobile categories B1, B2, C, D, E, F: theoretical examination: 100,000 VND per session, Practical examination in simulated conditions: 350,000 VND per session, Practical examination on public roads: 80,000 VND per session, automobile driving examination using traffic simulation software: 100,000 VND per session.

- Driving license issuance fee: 135,000 VND per issuance.

More details can be found in Decision 545/QD-BGTVT, which comes into force from May 10, 2024.
