Procedures for issuing new airport security control cards with a long-term use value in Vietnam (Internet image) 

On January 25, 2024, the Ministry of Transport issued Decision 76/QD-BGTVT on the announcement of amended, supplemented, and annulled administrative procedures in the field of aviation in Vietnam within the scope of the management functions of the Ministry of Transport.

Procedures for issuing new airport security control cards with a long-term use value in Vietnam

(1) Implementation sequence

- Submit administrative procedures:

The card-requesting agency submits 01 set of documents, either directly, via postal service, or in an electronic environment, to the card-issuing agency.

- Resolving administrative procedures:

Within 01 working day from the date of receiving the dossier, if the dossier is not complete as prescribed, the card-issuing agency will notify and request an additional dossier according to regulations.

Within 07 working days from the date of receipt of the complete application and the applicant fulfilling the obligation to pay the fee according to regulations, if the conditions for card issuance are in accordance with regulations, the card-issuing agency shall issue the card directly or via postal service; If the card issuance conditions do not comply with regulations, the card-issuing agency shall notify the requesting agency in writing or electronically of the non-issuance and clearly state the reason.

In case the application is complete but has content that needs clarification, within 03 working days from the date of receipt of the complete application, and the applicant shall fulfill the obligation to pay fees according to regulations, the card-issuing agency shall notify in writing or electronically the reason and content that need to be clarified. Within 04 working days from the date the dossier is clarified, if the card issuance conditions comply with regulations, the card-issuing agency will issue the card directly or via postal service; If the card issuance conditions do not comply with regulations, the card-issuing agency shall notify the requesting agency in writing or electronically of the non-issuance and clearly state the reason.

(2) Submission methods:

- Submit application directly; or

- Submit via postal system; or

- Submitted in an electronic environment.

(3) Components and quantity of documents:

* Ingredient:

- Original or electronic copy of the written request according to the prescribed form;

- List of excerpts according to the prescribed form;

- Declaration for issuance of an aviation and airport security control card with a long-term use value according to the prescribed form with a color photo sized 04 centimeters x 06 centimeters; if it is a paper copy, it must be stamped (photo taken against a white background, head and shoulders straight so that the face accounts for 70% to 80% of the photo, no more than 06 months from the date of capture to the date of submission);

- A certified copy or a copy presented alongside the original document for verification purposes, or a copy certified by the official authority or organization that issued the authenticated copy, or an electronically certified copy derived from the original document or electronic record proving the legal status and functions of the enterprise, except for cases where the enterprise provides aviation or non-aviation services at airports or airfields.

- 01 color portrait photo (in case of sending directly or by post) or digitized color portrait photo (in case of sending electronically) according to regulations.

* Quantity: 01 set.

(4) Processing time: Within 07 working days from the date of receiving complete documents, the applicant fulfills the obligation to pay fees according to regulations.

(5) Subjects carrying out administrative procedures: organizations, individuals.

(6) Agencies handling administrative procedures:

- Authority with decision-making authority: Vietnam Aviation Administration, Airport Authority;

- Authority or competent person authorized or decentralized to implement: none;

- Agencies directly implementing administrative procedures: Vietnam Aviation Administration, Airport Authority;

- Coordinating agency: None.

(7) Result of implementing administrative procedures: Airport security control cards have long-term use value.

(8) Fees and charges: 150,000 VND/time/card.
