Procedures for issuing Certification of Professional Maritime Pilotage in Vietnam (Internet image)

On March 6, 2024, the Ministry of Transport issued Decision 215/QD-BGTVT regarding the announcement of amended administrative procedures related to maritime under the Ministry of Transport.

Procedures for issuing Certification of Professional Maritime Pilotage in Vietnam

(1) Implementation process:

* Submission of application documents:

Organizations or individuals submit one set of applications directly to the Vietnam Maritime Administration or send them via the postal system or online public service system.

* Processing of application documents:

- The Vietnam Maritime Administration receives the application, checks the components and quantity of the application according to regulations, records them, and sets a deadline for providing results as prescribed:

+ In the case of direct submission, if the application is incomplete according to regulations, it will be returned along with instructions for the organization or individual to complete it according to regulations;

+ In the case of documents received via the postal system or online public service system, if the application is incomplete according to regulations, the Vietnam Maritime Administration will notify in writing no later than 2 (two) working days from the date of receiving the documents;

+ No later than 2 (two) working days from the date of receiving the complete application, according to regulations, the Vietnam Maritime Administration will send a document to the regional Port Authority requesting confirmation of the pilotage order. No later than 3 (three) working days from the date of receiving the application from the Vietnam Maritime Administration, the regional Port Authority will send a confirmation document to the Vietnam Maritime Administration.

- No later than 2 (two) working days from the date of receiving the confirmation from the regional Port Authority, the Vietnam Maritime Administration will issue the Certification of Professional Maritime Pilotage according to the template. In case the conditions for issuing the Certification of Professional Maritime Pilotage are not met according to regulations, the Vietnam Maritime Administration must respond in writing and state the reasons.

(2) Implementation method:

Submission can be done directly or through the postal system or online public service system.

(3) Components, quantity of application:

* Components of the application:

- Official Dispatch from the maritime pilotage organization or shipmaster management unit according to the form prescribed;

- Declaration form as prescribed;

- 03 examination sheets for professional maritime pilotage for Class III maritime pilots, 02 examination sheets for Class II, Class I, and Premium Class maritime pilots, 01 examination sheet for self-propelled shipmasters according to the template;

- 02 color photos for cases of direct submission or via postal service, 01 file photo for cases of submission through the online public service system, sized 3cm x 4cm, white background, taken within the last 06 months;

- Original or certified copy or electronically certified copy from the original of the Health Certificate according to regulations.

* Quantity of application documents: 01 set.

(4) Deadline for processing:

No later than 07 (seven) working days from the date of receiving the complete application, according to regulations.

(5) Subjects implementing the administrative procedures: organizations, individuals.

(6) Agency implementing the administrative procedures:

- Authorized agency in Vietnam: Vietnam Maritime Administration. b) Authorized or delegated agency implementing: None. c) Direct agency implementing the administrative procedures: Vietnam Maritime Administration.

- Coordinating agency: None.

(7) Results:

- Certification of Professional Maritime Pilotage.

(8) Fees:

- Fee: 150,000 VND/certificate.

(9) Name of application form, administrative declaration form:

- Official Dispatch for requesting the issuance of Certification of Professional Maritime Pilotage;

- Declaration form of ship list, safe pilotage time, pilotage practice time;

- Form of examination/evaluation of professional maritime pilotage capability.

More details can be found in Decision 215/QD-BGTVT, which comes into force from April 1, 2024.
