On November 15, 2024, the Ministry of National Defense of Vietnam issued Decision 5467/QD-BQP announcing new administrative procedures in the field of military vehicles and machinery under the management scope of the Ministry of National Defense.
Implementation Process:
Step 1: The manufacturing, assembling facility or ordering unit prepares one dossier requesting the issuance of the Certificate of Technical Safety Quality and Environmental Protection for domestically produced, assembled motor vehicles and submits it to the Department of Motor Vehicles and Transport/General Logistics and Technical Department. If the dossier is incomplete, within 3 working days, the Department of Motor Vehicles and Transport/General Logistics and Technical Department will notify in writing to the manufacturing, assembling facility or ordering unit to supplement the dossier.
Step 2: The Director of the Department of Motor Vehicles and Transport/General Logistics and Technical Department decides to establish the Inspection Council for the Quality, Technical Safety, and Environmental Protection of domestically produced, assembled motor vehicles (Inspection Council). The Inspection Council conducts checks on the configuration, testing, and evaluation of the combat and technical features of motor vehicles approved by the Chief of General Staff of the Vietnam People's Army and verifies the inspection report for imported or domestically produced, assembled motor vehicles. The Inspection Council is not established in the following cases: Imported motor vehicles of the same brand, configuration, and basic combat-technical features previously issued a Certificate. Domestically produced, assembled motor vehicles of the same brand, configuration, basic combat-technical features, and manufactured by the same facility previously issued a Certificate.
Step 3: If the technical specifications of the motor vehicles meet the requirements, the Inspection Council submits to the Director of the Department of Motor Vehicles and Transport/General Logistics and Technical Department to issue the Certificate of Technical Safety Quality and Environmental Protection for domestically produced, assembled motor vehicles and delivers two copies to the manufacturing, assembling facility or ordering unit. If any technical specification does not meet the requirement, the Inspection Council will inform the manufacturing, assembling facility or ordering unit to rectify and complete it. The period for rectification and completion is not included in the time for issuing the Certificate.
Method of Implementation: Directly or through the public postal service (or military post) or electronically.
Components and Quantity of Dossier:
- Components of the dossier for domestically produced, assembled motor vehicles include:
+ Official Dispatch requesting the issuance of the Certificate of Technical Safety Quality and Environmental Protection from the manufacturing, assembling facility or ordering unit;
+ A copy of the decision by the Chief of General Staff of the Vietnam People's Army approving the basic combat and technical features of the vehicle;
+ Copies of decisions by the Minister of National Defense approving the project, plan, task, or other relevant documents (if any);
+ Quality inspection sheet from the manufacturing, assembling facility or ordering unit.
- Quantity of dossier: 1 set.
Time Limit for Resolution: Within 45 days from the date of receipt of a complete and valid dossier.
Subjects Executing Administrative Procedures: Manufacturing, assembling facilities, or ordering units requesting the issuance of the Certificate for domestically produced, assembled motor vehicles.
Agency Executing Administrative Procedures:
- Authority deciding: Director of the Department of Motor Vehicles and Transport/General Logistics and Technical Department;
- Direct executing agency: Department of Motor Vehicles and Transport/General Logistics and Technical Department;
- Coordinating agency: Agencies, units, organizations, individuals related to the request for issuance of the Certificate.
Result of Implementing Administrative Procedures: Certificate of Technical Safety Quality and Environmental Protection issued by the Director of the Department of Motor Vehicles and Transport/General Logistics and Technical Department to the manufacturing, assembling facility or ordering unit with a request.
