On April 26, 2024, the Minister of Agriculture and Rural Development issued Decision 1214/QD-BNN-TY on the announcement of amended administrative procedures related to veterinary medicine under the management of the Ministry of Agriculture and Rural Development.

* Procedures

Step 1: Before the goods arrive at the border gate, the owner of the goods submits a complete set of documents to the animal quarantine body at the border gate through one of the following methods: via the National Single Window or through postal services or electronic mail, fax, and then submits the original or sends it directly.

Step 2: Within 1 working day from the date of receiving the valid declaration documents on quarantine of terrestrial animals and animal products, the animal quarantine body at the border gate decides and notifies the registered organization or individual of the quarantine location and time.

Step 3: The animal quarantine body at the border gate performs quarantines according to the regulations in Article 47 of the Law on on veterinary medicine 2015, specifically:

- For imported animals:

+ Check the declaration documents for animal health quarantine, the health status of the animals; if the documents are valid and the animals show no signs of dangerous diseases, confirm the procedures and transfer the animals to the quarantine quarantine area or to the quarantined location with sufficient conditions for quarantine quarantine (The owner of the goods is responsible for arranging the quarantine quarantine location; The animal quarantine body at the border gate, the Center for Veterinary Hygiene quarantine are responsible for quarantine of the veterinary hygiene conditions to ensure quarantine quarantine of the animals); Monitor the animals at the quarantine quarantine area or at the location with sufficient conditions for quarantine quarantine; the quarantine quarantine period is suitable for each species of animal and each disease being quarantined but not exceeding 45 days from the start of quarantine quarantine;

+ Take samples to test animal diseases, apply mandatory disease prevention measures for animals as prescribed in Appendix XII issued together with Circular 25/2016/TT-BNNPTNT (amended in Circular 09/2022/TT-BNNPTNT, Circular 04/2024/TT-BNNPTNT);

+ Guide the owner of the goods to implement sanitation, disinfection, and detoxification measures.

- For imported animal products:

+ Check the declaration documents for animal health quarantine, the actual condition of the goods, and if they meet the requirements, take samples to test the veterinary hygiene indicators as prescribed;

+ Guide the owner of the goods to implement sanitation, disinfection, and detoxification measures.

If the animals or animal products do not meet the requirements, a record shall be made and processed in accordance with the law.

For imported shipments intended for sampling, weighing less than 50 kg, the Certificate of quarantine of animal of the exporting country is exempted, and no sampling is required.

Step 4: Issue the Certificate of quarantine of animal and notify the specialized animal health management agency at the destination.

- Issue the Certificate of quarantine of imported animals meeting the veterinary hygiene requirements according to Form 15a issued together with Circular 25/2016/TT-BNNPTNT (amended in Circular 04/2024/TT-BNNPTNT).

- Issue the Certificate of quarantine of imported animal products meeting the veterinary hygiene requirements according to Form 15a issued together with Circular 25/2016/TT-BNNPTNT (amended in Circular 04/2024/TT-BNNPTNT).

* Implementation method: through the National Single Window or through postal services or electronic mail, fax, and then submit the original or send it directly.
