On July 16, 2024, the Government Inspectorate of Vietnam issued Decision 388/QD-TTCP on the announcement of internal administrative procedures between state administrative agencies under the management of the Government Inspectorate of Vietnam in the field of inspection.
The procedures for issuing and replacing Inspector cards in Vietnam from July 16, 2024, are as follows:
(1) Sequence of implementation:
- Step 1:
+ Chief Inspectors of departments, Chief Inspectors of districts, district-level towns, provincial cities, and centrally-run cities prepare documents requesting the issuance and renewal of Inspector cards and send them to the Chief Inspector of the province. Chief Inspectors of provincial police, and Chief Inspectors of inspection agencies under the Ministry of National Defense prepare documents requesting the issuance and renewal of Inspector cards and send them to the Chief Inspector of the Ministry of Public Security and the Chief Inspector of the Ministry of National Defense. Chief Inspectors of General Departments and Departments under the Ministry prepare documents requesting the issuance and renewal of Inspector cards and send them to the Chief Inspector of the Ministry.
+ Heads of departments, units, and subunits under the Government Inspectorate of Vietnam directly managing Inspectors prepare documents requesting the issuance and renewal of Inspector cards and send them to the Personnel Organization Department.
- Step 2:
+ Chief Inspectors of Ministries, Ministerial-level agencies, provincial Chief Inspectors, Chief Inspectors of Vietnam Social Security, and Cryptographic Chief Inspectors review, compile lists, and send documents requesting the issuance and renewal of Inspector cards to the Minister, Heads of Ministerial-level agencies, Chairpersons of provincial People's Committees, and Director-General of Vietnam Social Security.
+ The Personnel Organization Department under the Government Inspectorate of Vietnam reviews, compiles lists, and submits documents to the Government Inspector General for issuing and renewing Inspector cards for Inspectors under the Government Inspectorate of Vietnam.
- Step 3: Based on the dossiers and requests, the Minister, Heads of Ministerial-level agencies, Government Inspector General, Chairpersons of provincial People's Committees, and Director-General of Vietnam Social Security review and decide to issue or renew Inspector cards and direct the printing, issuance, or renewal of Inspector cards.
(2) Method of implementation: Directly or via postal services.
(3) Components of the dossier:
The dossier for issuing and renewing Inspector cards includes:
- Official Dispatch requesting the issuance and renewal of Inspector cards;
- List requesting the issuance and renewal of Inspector cards following Form 01 and Form 02;
- Decision or copy of the decision appointing to the Inspector rank;
- 02 color portrait photos wearing inspection uniform, size 20 mm x 30 mm, with name and unit details written on the back;
- Old Inspector Card with cut corners (for cases of card renewal).
(4) Requirements and conditions:
* Issuing new Inspector cards:
- Inspectors are subject to the competent authority's review and request for issuing Inspector cards upon appointment to the Inspector rank. Cards will not be issued to individuals under temporary detention, undergoing disciplinary action, or under notice of disciplinary review related to corruption, unethical behavior, or public service ethics by competent authorities. For those with less than 5 working years, the Inspector Card will be issued for a period up to retirement.
- Qualified individuals preparing dossiers for initial appointment to the Inspector rank should simultaneously prepare dossiers requesting the issuance of Inspector cards.
* Renewing Inspector cards in the following cases:
- Inspectors are promoted to a higher Inspector rank;
- The Inspector Card has expired;
- Changes in card number, name, workplace, or other reasons necessitate updating information on the Inspector Card.
Cards will not be renewed for individuals under temporary detention, undergoing disciplinary action, or under notice of disciplinary review related to corruption, unethical behavior, or public service ethics by competent authorities. For those with less than 5 working years, the Inspector Card will be issued for a period up to retirement.
