The procedures for issuance of quality certification for renovated vehicles in Vietnam from January 1, 2025 will be carried out in accordance with the provisions of Circular 82/2024/TT-BCA.

On November 15, 2024, the Minister of Public Security of VIetnam promulgated Circular 82/2024/TT-BCA stipulating the certification of technical safety and environmental protection quality for motor vehicles, specialized motor vehicles, and motor vehicle parts in the import, production, assembly, modification, and inspection of motor vehicles and specialized motor vehicles under the management scope of the Ministry of Public Security.
The procedures for issuance of quality certification for renovated vehicles in Vietnam are performed as follows:
- The vehicle design unit prepares a dossier proposing appraisal as prescribed in Clause 3, Article 17 of Circular 82/2024/TT-BCA, and submits it directly or via public postal services to the Traffic Police Department.
- Members of the Appraisal Council as stipulated in Article 22 Circular 82/2024/TT-BCA organize the appraisal of the technical design dossier for the modified vehicle in accordance with the provisions of Article 23 Circular 82/2024/TT-BCA on the appraisal content as prescribed in Article 18 of Circular 82/2024/TT-BCA.
If the dossier meets the requirements, the Chairman of the Appraisal Council approves the design dossier and issues a Design Appraisal Certificate for modified motor vehicles and specialized motor vehicles (hereinafter referred to as the Design Appraisal Certificate for modified vehicles);
- The modification execution unit follows the procedures in Article 19 Circular 82/2024/TT-BCA. After executing according to the design dossier approved by the Appraisal Council, prepares the dossier requesting inspection and quality certification of the modified vehicle in accordance with Article 20 Circular 82/2024/TT-BCA, and submits it directly or via public postal services to the Traffic Police Department;
- The Traffic Police Department organizes the inspection, assessment, and certification of the conformity of the modified vehicle type with existing standards, technical regulations, current regulations on technical safety and environmental protection quality according to Article 21 Circular 82/2024/TT-BCA; if requirements are met, issues a Technical Safety and Environmental Protection Quality Certificate for modified motor vehicles or specialized motor vehicles or motorcycles and mopeds (hereinafter referred to as the Renovation Certificate).
The Renovation Certificate is valid for 12 months from the date of issue, and is issued in 03 copies with identical content and value, of which: 01 copy is for registration procedures, 01 copy is for inspection procedures, and 01 copy is kept at the Traffic Police Department. The Technical Safety and Environmental Protection Quality Certificate for modified motorcycles and mopeds is issued in 02 copies with identical content and value, of which: 01 copy is for registration procedures and 01 copy is kept at the Traffic Police Department.
For the process of issuing a quality certificate for modified vehicles of the same type as the prototype vehicle, the procedure is as follows:
- The modification execution unit, after completing the modification of vehicles of the same type as the prototype, prepares the dossier requesting inspection and quality certification of the modified vehicle as prescribed in Clause 3, Article 20 Circular 82/2024/TT-BCA, and submits the dossier directly or via public postal services to the Traffic Police Department;
- The Traffic Police Department inspects and assesses the compliance of the dossier according to Clause 3, Article 20 Circular 82/2024/TT-BCA, if requirements are met, issues the Modified Vehicle Certificate.
