Procedures for issuance of domestic and international tour guide cards in Vietnam in 2023 are specified in Decision 3684/QD-BVHTTDL issued on December 27, 2022.

On December 27, 2022, the Ministry of Culture, Sports and Tourism of Vietnam issued Decision 3684/QD-BVHTTDL on the standardized administrative procedures in 2022 within the management function of the Ministry of Culture, Sports and Tourism.

1. Procedures for issuance of domestic tour guide cards in Vietnam 2023

* The order of execution:

- The applicant for a domestic tour guide card shall submit an application to the Department of Tourism/Department of Culture, Sports and Tourism/Department of Culture, Information, Sports and Tourism;

- Within 15 days from the date of receipt of valid dossiers, the Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism shall issue a domestic tour guide card to the applicant; in case of refusal, there must be a reply in writing and clearly state the reason.

* Submission methods:

Send in person or by mail to the Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism.

* Composition, number of records:

Profile composition:

(1) An application form for a domestic tour guide card according to Appendix II issued together with Circular 13/2019/TT-BVHTTDL;

(2) Curriculum vitae certified by the commune-level People's Committee of the place of residence;

(3) A certified copy of an intermediate or higher diploma majoring in tour guide; or a certified true copy of an intermediate or higher diploma in another major and a certified true copy of the certificate of domestic tourism guidance;

(4) A health certificate issued by a competent medical examination and treatment establishment within 06 months from the time of application submission;

(5) 02 color portrait photos of size 3 cm x 4 cm.

- Number of dossiers: 01 (set).

* Processing time: 15 days from the date of receipt of a valid application.

* Subjects performing administrative procedures: Individuals.

* Agency implementing administrative procedures:

- Authority to decide: Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism.

- The agency directly implementing administrative procedures: Department of Tourism/Department of Culture, Sports and Tourism/Department of Culture, Information, Sports, and Tourism.

* Results of administrative procedures: domestic tour guide card.

* Fees and charges: 650,000 VND/card according to Circular 13/2019/TT-BVHTTDL.

* Name of application form, declaration form:

An application form for the issuance of a domestic tour guide card according to Appendix II was issued together with Circular 13/2019/TT-BVHTTDL.

* Requirements and conditions for carrying out administrative procedures:

(1) Having Vietnamese nationality, permanently residing in Vietnam;

(2) Having full civil act capacity;

(3) No infectious disease, no drug use;

(4) Graduated from high school or higher, majoring in tourist guide; in the case of graduates from intermediate or higher in another major, a certificate of domestic tour guiding is required.

2. Procedures for issuance of international tour guide cards in Vietnam 2023

* The order of execution:

- The applicant for an international tour guide card shall submit an application to the Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism;

- Within 15 days from the date of receipt of valid dossiers, the Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism shall issue an international tour guide card to the applicant; in case of refusal, the department must reply in writing and clearly state the reason.

* Submission methods:

Send in person or by mail to the Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism.

* Composition, number of records:

(1) An application form for an international tour guide card, Appendix II issued together with Circular 13/2019/TT-BVHTTDL;

(2) Curriculum vitae certified by the commune-level People's Committee of the place of residence;

(3) Health certificate issued by a competent medical examination and treatment establishment within 06 months from the time of application submission;

(4) Papers proving professional qualifications:

Certified copy of a college degree or higher majoring in tour guide; or a certified true copy of a college degree or higher in another major, and a certified true copy of an international tour guide professional certificate;

(5) Documents proving the conditions for foreign language proficiency:

Certified copy of one of the following documents:

- College degree or higher majoring in foreign languages;

- College degree or higher according to a foreign language training program;

- College degree or higher abroad according to the training program in the official language of the host country. In case of training in a language other than the official language of the host country, additional documents proving the language used for training are required;

- Diploma or certificate of foreign language level 4 or higher under the 6-level foreign language competency framework for Vietnam or B2 and above according to the Common European Framework of Reference for Languages, valid or granted within 05 years for the diploma; or a foreign language certificate with no time limit, granted by a competent organization or agency meeting the required level as prescribed in Appendix I of Circular 13/2019/TT-BVHTTDL.

Diplomas, certificates issued by foreign training institutions must be recognized according to regulations of the Ministry of Education and Training and the Ministry of Labor, War Invalids, and Social Affairs.

(6) 02 color portrait photos of size 3 cm x 4 cm.

- Number of dossiers: 01 (set).

* Processing time: 15 days from the date of receipt of valid application.

* Subjects performing administrative procedures: Individuals.

* Agency implementing administrative procedures:

- Authority to decide: Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism.

- The agency directly implementing administrative procedures: Department of Tourism/Department of Culture, Sports, and Tourism/Department of Culture, Information, Sports, and Tourism.

* Results of implementing administrative procedures: International tour guide card.

* Fees and charges: 650,000 VND/card according to Circular 33/2018/TT-BTC.

* Name of application form, declaration form:

An application form for an international tour guide card according to Appendix II issued together with Circular 13/2019/TT-BVHTTDL.

* Requirements and conditions for carrying out administrative procedures:

(1) Having Vietnamese nationality, permanently residing in Vietnam;

(2) Having full civil act capacity;

(3) No infectious disease, no drug use;

(4) Graduated from college or higher, majoring in tourist guide; If you graduate from a college or higher in another major, you must have an international tour guide certificate;

(5) Fluently using foreign languages for practice registration: meeting one of the following criteria:

- Having a college degree or higher in foreign languages;

- Having a college degree or higher under a foreign language training program;

- Having a college degree or higher in a foreign country according to the training program in the official language of the host country. In case of training in a language other than the official language of the host country, additional documents proving the language used for training are required;

- A foreign language certificate or certificate of level 4 or higher of the 6-level foreign language competency framework for Vietnam or level B2 or higher of the Common European Framework of Reference for Foreign Languages; valid or granted within 05 years for the certificate; or a foreign language certificate with no time limit, granted by a competent organization or agency meeting the required level as prescribed in Appendix I of Circular 13/2019/TT-BVHTTDL.

Decision 3684/QD-BVHTTDL takes effect from January 1, 2023, replacing Decision 3506/QD-BVHTTDL dated December 29, 2021, Decision 1785/QD-BVHTTDL dated July 28, 2021 , Decision 2289/QD-BVHTTDL dated September 20, 2021.
