Recently, the Minister of Industry and Trade issued Circular 13/2019/TT-BCT amending and supplementing certain provisions of Circular 20/2014/TT-BCT dated June 25, 2014, of the Minister of Industry and Trade, which provides regulations for the implementation of the Rules of Origin under the ASEAN-Korea Free Trade Area Agreement.

According to Circular 13/2019/TT-BCT, amending and supplementing Article 2 of Circular 20/2014/TT-BCT governing the procedures for issuing and verifying the C/O form AK of Vietnam, shall be implemented as follows:

- Decree 31/2018/ND-CP dated March 8, 2018, of the Government of Vietnam detailing the implementation of the Law on Foreign Trade Management regarding the origin of goods, and Circular 05/2018/TT-BCT dated April 3, 2018, of the Ministry of Industry and Trade regulating the origin of goods.- Appendix V issued together with Circular 20/2014/TT-BCT.

Additionally, Circular 13 also stipulates the annulment of Appendix II issued along with Circular 20 and its replacement with the Appendix issued together with this Circular.

Notably, from September 1, 2019, to December 31, 2019, the HS code in box number 7 on the C/O form AK can be presented in the following ways: According to the 2017 HS version while concurrently showing in parentheses the corresponding HS code according to the 2012 HS version, or according to the 2012 HS code version.
