Procedures for issuance and replacement of cards of specialized inspectors in the natural resources and environment sector in Vietnam (Illustrative Image)

Article 7 of Circular 19/2014/TT-BTNMT stipulates the procedures for issuance and replacement of cards of specialized inspectors in the natural resources and environment sector in Vietnam as follows:

1. The cards of specialized inspectors in the natural resources and environment sector in Vietnam are issued by the Chief Inspector of the Ministry.

2. The forms of issuing the cards of specialized inspectors in the natural resources and environment sector in Vietnam include:

- New issuance: when an official is assigned sector-specific environmental inspection duties by a competent authority.

- Re-issuance: an official may be considered for re-issuance of the identification card if lost due to objective reasons; the card will not be re-issued in cases where it was lost due to misuse, lending it to others, or being lost more than once within the validity period of the card.

Note: Card renewal in the following cases: The card in use is damaged; due to changes in card number or the name of the working agency; changes in surname, first name, and other reasons leading to changes in the cardholder's information; replacement of the old sector-specific inspector identification card with a new model card.

3. Dossier for the issuance and renewal of cards of specialized inspectors in the natural resources and environment sector in Vietnam

The dossier for new issuance and renewal includes:

- An official dispatch requesting new issuance or renewal from the Director General of the General Department assigned to carry out specialized inspection functions;

- A list of brief profiles of officials, and the reasons for requesting new issuance or renewal;- Decision of the Director General on assigning officials to carry out specialized inspection duties;

- 02 color personal portrait photos, size 20 mm x 30 mm;

- The old card with a cut corner for renewal cases.

The dossier for re-issuance includes:

- An explanation for the loss of the card and a request for re-issuance from the official, with confirmation and recommendations from the direct managing unit's head;

- An official dispatch requesting re-issuance from the Director General of the General Department assigned to carry out specialized inspection functions;

- A list of brief profiles of officials, and the reasons for requesting re-issuance;

- 02 color personal portrait photos, size 20 mm x 30 mm.
