The procedures for Issuing certificate of civil service digital signatures in Vietnam are stipulated in Article 11 of Decree 68/2024/ND-CP on official digital signatures as follows:
(1) Request for issuing certificate of civil service digital signatures
- certificate of civil service digital signatures for individuals: The managing agency or organization submits a written request for issuing certificate of civil service digital signatures, following Form No. 01 in the Appendix attached to Decree 68/2024/ND-CP, to the Organization providing the official digital signature certification service.
- certificate of civil service digital signatures for agencies or organizations: The managing agency or organization submits a written request for new issuing of certificate of civil service digital signatures, following Form No. 02 in the Appendix attached to Decree 68/2024/ND-CP, to the Organization providing the official digital signature certification service.
- certificate of civil service digital signatures for devices, services, and software: The managing agency or organization submits a written request for new issuing of certificate of civil service digital signatures, following Form No. 03 in the Appendix attached to Decree 68/2024/ND-CP, to the Organization providing the official digital signature certification service.
(2) Within 03 working days from the date of receiving a valid application, the Organization providing the official digital signature certification service is responsible for checking the application, generating key pairs, creating certificate of civil service digital signatures, and securing the secret key storage device for the subscriber. The organization then notifies the time and place for the managing agency or organization to receive the secret key storage device, or sends the account information to the subscriber in the case of implementing a centralized digital signature solution.
If the request for issuing certificate of civil service digital signatures is not accepted, the Organization providing the official digital signature certification service shall notify the managing agency or organization in writing, clearly stating the reasons.
(3) The managing agency or organization is responsible for receiving the secret key storage device from the Organization providing the official digital signature certification service, and immediately after handing over the secret key storage device to the subscriber, sends a notification following Form No. 07 in the Appendix attached to Decree 68/2024/ND-CP to the Organization providing the official digital signature certification service for management purposes.
The procedures for renewing certificate of civil service digital signatures are stipulated in Article 13 of Decree 68/2024/ND-CP as follows:
- The managing agency or organization submits a written request for renewing certificate of civil service digital signatures, following Form No. 04 in the Appendix attached to Decree 68/2024/ND-CP, to the Organization providing the official digital signature certification service.
- Within 03 working days from the date of receiving a valid request for renewing certificate of civil service digital signatures, the Organization providing the official digital signature certification service is responsible for renewing the certificate of civil service digital signatures for the subscriber and notifying the managing agency or organization.
- If the request for renewing certificate of civil service digital signatures is not accepted, the Organization providing the official digital signature certification service shall notify the managing agency or organization in writing, clearly stating the reasons.
