On November 16, 2024, the Minister of Health of Vietnam issued Circular 36/2024/TT-BYT which sets forth the health standards and examination procedures for drivers, operators of specialized vehicles; periodic health examinations for professional automobile drivers; and the health database for drivers and operators of specialized vehicles.

Procedures for health examination for drivers in Vietnam from January 01, 2025​

According to Clause 1, Article 3 of Circular 36/2024/TT-BYT, the health examination procedures for drivers, operators of specialized vehicles, and periodic health examinations for professional automobile drivers are conducted as per Article 35 of Circular 32/2023/TT-BYT. To be specific:

- Individuals undergoing health examinations must submit dossiers as prescribed at the health examination facilities.

- Upon receiving the health examination dossiers, the health examination facilities shall carry out the following:

+ Verify the photo in the health examination dossiers against the individual undergoing the health examination;

+ Affix seal across the photo after verification in accordance with the cases specified in Clauses 1, 2, and 3 of Article 37 of Circular 32/2023/TT-BYT;

+ Verify legitimate identification documents of the patient's relatives for cases specified in Clause 3, Article 37 of Circular 32/2023/TT-BYT;

+ Guide the health examination process of the unit for the individual undergoing the health examination or the guardian (if any);

+ Develop, issue, and implement the health examination procedure at the health examination facility;

+ Provide results and retain health examination dossiers.

Contents of health examination for drivers in Vietnam from January 1, 2025

As per Clause 2, Article 3 of Circular 36/2024/TT-BYT, the contents of health examinations for drivers and operators of specialized vehicles are stipulated according to Appendix II issued with Circular 36/2024/TT-BYT.

Health standards for drivers and operators of specialized vehicles in Vietnam from January 1, 2025

- Health standards for drivers and operators of specialized vehicles are stipulated in Appendix I issued with Circular 36/2024/TT-BYT.

- Health standards for drivers and operators of specialized vehicles are classified into 3 groups. To specify:

+ Group 1: Applicable for health examination for granting driving licenses for categories A1, B1, and operators of specialized vehicles;

+ Group 2: Applicable for health examination for granting driving licenses for categories A and B;

+ Group 3: Applicable for health examination for granting driving licenses for categories C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, and DE.

- Individuals with driving licenses issued before January 1, 2025, who wish to convert or renew their driving licenses from category A1 to category A as prescribed in point a, Clause 3, Article 89 of the Road Traffic Safety and Order Law 2024: Apply Group 1 health standards for health examination.

- Health examinations for disabled individuals applying for driving licenses category A1 or category B are regulated in Clause 2, Article 57 of the Road Traffic Safety and Order Law 2024: Apply health standards regulated in Appendix I issued with Circular 36/2024/TT-BYT for health examinations, but specialized examination in Musculoskeletal is not required.
