Recently, the Ministry of Public Security issued Circular 64/2020/TT-BCA, stipulating the procedures for investigation and resolution of inland waterway traffic accidents by the Traffic Police force in Vietnam.

Circular No. 64/2020/TT-BCA specifically stipulates the process for handling reports when domestic waterway traffic accidents occur by the Traffic Police force in Vietnam as follows:
- Command leaders of the Traffic Police Department, Water Police Team, upon receiving a traffic accident report, notify the duty officer of the Provincial Traffic Police Department or the waterway police unit responsible for patrolling, controlling, and handling violations near the traffic accident location to dispatch officers to the scene to verify whether a traffic accident has occurred. If a traffic accident occurs, they will direct and deploy forces to participate, coordinate rescue operations, minimize damage caused by the traffic accident; protect the scene, regulate traffic flow to avoid congestion, and simultaneously use warning lights, signal lights, and dangerous signal buoys for other vehicles passing through the accident area.
- Command leaders of the Provincial Traffic Police Department, upon receiving a traffic accident report, act as follows:
- If the traffic accident is reported to occur on the assigned patrolling, controlling, and violation handling route, direct and deploy forces to participate, coordinate rescue operations, minimize damage caused by the traffic accident; protect the scene, regulate traffic flow to avoid congestion, and simultaneously use warning lights, signal lights, and dangerous signal buoys for other vehicles passing through the accident area. Also, notify the district police where the traffic accident occurred to cooperate in the investigation and resolution of the traffic accident as per regulations;
- If the traffic accident report is not on the assigned patrolling, controlling, and violation handling route, notify the district police on duty where the traffic accident occurred to handle the report and perform the tasks according to this circular.
- Command leaders of the district police, upon receiving a traffic accident report, handle as follows:
- Dispatch traffic police officers to the scene to check and verify the traffic accident report. If a traffic accident occurs, perform investigation, verification, and resolution tasks as per regulations;
- If the traffic accident occurs on the route assigned for patrolling, controlling, and violation handling by the Provincial Traffic Police Department, notify the duty officer of the Traffic Police Department to conduct investigation, verification, and resolution tasks as per authority or coordinate in investigating, verifying, and resolving the traffic accident according to regulations.
Additionally, in cases of traffic accidents involving complex circumstances: If three or more people die or go missing, cause prolonged traffic congestion extending routes, areas, or provinces, cause disasters, or require coordination in rescue operations, clearing traffic congestion by multiple provincial and municipal police:
- Traffic accidents occurring on routes or operational areas under district police patrolling and handling violations must be reported immediately to the Director of the Provincial Police (through the Advisory Department and the Provincial Traffic Police Department), and also to the Ministry of Public Security (through the Traffic Police Department) for directive resolution;
- Traffic accidents occurring on patrolling and handling violation routes of the Provincial Traffic Police Department must be reported immediately to the Director of the Provincial Police (through the Advisory Department), and also to the Ministry of Public Security (through the Traffic Police Department) for directive resolution.
In cases where the vehicle operator flees the scene of the traffic accident, the traffic police officer receiving the report must report to the unit's leadership, reinforce traffic police officers from units on the assigned patrolling, controlling, and violation handling route to cooperate with the district police where the traffic accident occurred to regulate traffic and track the fleeing individual and vehicle.
