On December 20, 2024, the Minister of Construction of Vietnam issued Circular 13/2024/TT-BXD specifying the process and technical regulations for conducting greenhouse gas emissions inventory and measurement, reporting, and verification of greenhouse gas emissions mitigation in the construction industry.

According to Article 5 of Circular 13/2024/TT-BXD, the greenhouse gas inventory process is carried out in the following steps:

- Determine the scope of the greenhouse gas inventory.

- Determine the method of collecting activity data for the greenhouse gas inventory.

- Collect activity data for the greenhouse gas inventory.

- Select factors for calculating greenhouse gas emissions.

- Calculate greenhouse gas emissions.

- Control quality and ensure the quality of the greenhouse gas inventory.

- Evaluate the uncertainty of the greenhouse gas inventory results.

- Recalculate the greenhouse gas inventory results.

- Prepare a greenhouse gas inventory report.

- Verify and submit greenhouse gas inventory results.

Procedures for measurement, reporting, and verification of greenhouse gas emissions mitigation in the construction industry in Vietnam from February 5, 2025

The procedures for measurement, reporting, and verification of greenhouse gas emissions mitigation are carried out in the following steps:

- Develop a plan for greenhouse gas emissions mitigation.

- Measure the results of implementing greenhouse gas emissions mitigation measures.

- Report on greenhouse gas emissions mitigation.

- Verify and submit greenhouse gas emissions mitigation results.

Requirements for the greenhouse gas inventory and measurement, reporting, verification of greenhouse gas emissions mitigation in the construction industry in Vietnam from February 5, 2025

Requirements for the greenhouse gas inventory and measurement, reporting, verification of greenhouse gas emissions mitigation as regulated in this Circular must meet the requirements stipulated in Clause 1 Article 10 and Clause 1 Article 11 of Decree 06/2022/ND-CP, which regulates the mitigation of greenhouse gas emissions and the protection of the ozone layer. To be specific:

- Comprehensive: Conduct a greenhouse gas inventory and measurement, reporting, verification of greenhouse gas emissions mitigation for all greenhouse gas emission sources. Data is to be collected continuously, without interruption, and explained in case of addition or exclusion compared to regulations;

- Consistent: Conduct a greenhouse gas inventory and measurement, reporting, verification of greenhouse gas emissions mitigation to ensure consistency in data, data series, and calculation methods. Any changes need to have comparative reports;

- Transparent: Conduct a greenhouse gas inventory and measurement, reporting, verification of greenhouse gas emissions mitigation to include documents, hypothetical data, activity data, applied factors, calculation methods that are clearly explained, source-referenced, and retained to ensure reliability and high accuracy;

- Accurate: Conduct a greenhouse gas inventory and measurement, reporting, verification of greenhouse gas emissions mitigation to ensure reliability according to the chosen methodology and minimize deviations.

Requirements for the verification of greenhouse gas inventory and greenhouse gas emissions mitigation results are stipulated in Article 9 of Circular 01/2022/TT-BTNMT.
