Content mentioned in Decision 4556/QD-UBND in 2023 announcing the List of administrative procedures in the field of surveying and mapping; hydrometeorology falls under the management function of the Department of Natural Resources and Environment of Ho Chi Minh City.

Procedures for granting licenses to operate hydrometeorological forecasts and warnings are guided as follows:

(1) Time limit for resolving procedures:

- Time limit for checking documents: Two (02) working days.

- Time limit for conducting appraisals, verifications, surveys, assessments, and licensing conclusion: Fifteen (15) working days from the date of receipt of valid documents.

(2) Location for carrying out procedures: Department of Natural Resources and Environment (No. 63 Ly Tu Trong, Ben Nghe Ward, District 1)

(3) Implementation sequence:

- Step 1. Submit application:

Organizations and individuals submit applications directly or by mail to the Receiving and Returning Results Department of the Department of Natural Resources and Environment, or via the online public service portal of the province/centrally-run city.

- Step 2. Check documents:

Within 02 working days from the date of receiving the dossier, the Department of Natural Resources and Environment is responsible for reviewing, checking, and confirming the validity of the received dossier; In case the dossier is invalid, the dossier appraisal agency shall notify the organization or individual requesting permission to complete the dossier according to regulations.

- Step 3. Appraisal and licensing:

From the date of receipt of complete and valid documents according to regulations, the Department of Natural Resources and Environment is responsible for reviewing, organizing appraisal, verification, survey, evaluation, and conclusion; Submit to the Chairman of the City People's Committee to issue a license to operate hydrometeorological forecasts and warnings to qualified organizations and individuals within a maximum period of 15 working days. In case the conditions for granting a license are not met, the dossier appraisal agency will respond in writing to the organization or individual, stating the reason.

Procedures for amending, supplementing, and renewing licenses for hydrometeorological forecasting and warning activities in Vietnam

(1) Time limit for handling procedures for amending, supplementing, and renewing the license to operate hydrometeorological forecasts and warnings:

- Time limit for checking documents: Two (02) working days.

- Time limit for conducting appraisals, verifications, surveys, assessments, and licensing conclusion: Fifteen (15) working days from the date of receipt of valid documents.

(2) Location for carrying out procedures: Department of Natural Resources and Environment (No. 63 Ly Tu Trong, Ben Nghe Ward, District 1)

(3) Procedures for amending, supplementing, and renewing the license to operate hydrometeorological forecasts and warnings:

- Step 1. Submit application:

Organizations and individuals submit applications directly or by mail to the Receiving and Returning Results Department of the Department of Natural Resources and Environment, or via the online public service portal of the province/centrally-run city. The application for license renewal must be sent to the application-receiving agency at least 30 days before the license expires.

- Step 2. Check documents:

Within 02 working days from the date of receiving the dossier, the Department of Natural Resources and Environment is responsible for reviewing, checking, and confirming the validity of the received dossier; In case the dossier is invalid, the dossier appraisal agency shall notify the organization or individual requesting permission to complete the dossier according to regulations.

- Step 3. Appraisal and licensing:

From the date of receipt of complete and valid documents according to regulations, the Department of Natural Resources and Environment is responsible for reviewing, organizing appraisal, verification, survey, evaluation, conclusion, and submitting to the Chairman of the City People's Committee to amend, supplement, and extend the license to operate hydrometeorological forecasts and warnings for qualified organizations and individuals within a maximum period of 15 working days. In case the conditions for amending, supplementing, or renewing the license are not met, the dossier appraisal agency will respond in writing to the organization or individual, stating the reason.
