The Ministry of Finance of Vietnam issued Decision 40/QD-BTC dated 13/01/2023 regulating the announcement of amended and supplemented administrative procedures in the field of Tax and Customs under its management functions as follows:
Thus, the procedures for granting a certificate of customs clearance for retired civil servants are as follows:
- The customs officer holding the rank of customs inspector with 09 years of continuous work or the main inspector or senior inspector after changing jobs, retirement or retirement (excluding the case of disciplinary dismissal) shall be granted a certificate of customs declaration within 03 years from the date of the decision to change jobs, retire, or resign.
- Customs clearance agents are Vietnamese citizens who fully meet the conditions in Clause 2, Article 20 of the Law on Customs 2014 as follows:
+ Having a college degree in economics, law, or engineering or higher;
+ Having a professional certificate of customs declaration;
+ The customs authority shall issue the identification number of the customs clearance agent.
Profile composition:
- An application form for a certificate of customs declaration, made according to form No. 11 of Circular 79/2022/TT-BTC dated December 30, 2022 of the Ministry of Finance: 01 original;

- One (001) 3 x 4 color photo taken within the last six (6) months prior to the application's submission, with the applicant's full name and year of birth clearly written on the back of the photo.

- The agency directly implementing administrative procedures: General Department of Customs.

Procedures for granting professional certificates for customs declarations to customs officers who have changed jobs, retired, or resigned are specified in the following order:
- Step 1: Submit an application for a certificate of customs declaration:
Customs officers, after changing jobs, retiring, or resigning, who wish to issue a certificate of customs declaration, shall make a dossier of application for a certificate of customs declaration and send it to the General Department of Customs.
- Step 2: Issuing a certificate of customs declaration:
The General Department of Customs shall receive and check the dossiers and conditions according to regulations and issue the Certificate of Professionalism in customs declaration or give a written reply clearly stating the reason in case of ineligibility.
- Time limit for settlement:
05 working days from the date of receipt of the written request for issuance of the Certificate of professional practice in customs declaration.

- Submit application directly;
- Send documents by post.
- Subjects carrying out administrative procedures: Customs officers who have changed jobs, retired, or resigned.
