On March 22, 2024, the Ministry of Transport issued Decision 290/QD-BGTVT on the announcement of amended administrative procedures related to inland waterways under the Ministry of Transport.

Procedures for first-time registration of vehicles used for recreational water activities in Vietnam as of April 10, 2024

(1) Procedures:

- Submit the administrative procedure dossier:

Organizations or individuals directly submit or send, by post or through other appropriate means, 01 set of documents to the vehicle registration agency.

- Processing the administrative procedure:

- The vehicle registration agency receives and examines the dossier. If the dossier is invalid, within 01 working day from the date of receiving the dossier, the agency shall guide the applicant to complete the dossier according to regulations.

- Within 03 working days from the date of receiving a valid dossier, the vehicle registration agency issues the Vehicle Registration Certificate to the vehicle owner. If the certificate is not issued, a written response stating the reason must be provided.

(2) Methods of implementation:

- Direct submission of documents; or

- Through the postal system; or

- Through online public service portal.

(3) Components and quantity of documents:

* Components of the dossier:

- Required documents, including:

   + Application for vehicle registration according to the prescribed form;

   + Receipt of payment of the registration fee (original or electronic copy) for vehicles subject to registration fee payment.

- Documents to be presented when submitting the dossier include original copies of the following:

   + Certificate of technical safety and environmental protection of the vehicle, still valid for vehicles subject to inspection;

   + License or declaration for imported vehicles according to the regulations of the law for imported vehicles;

   + Documents proving ownership of the vehicle: sales contract or contract for the construction of new vehicles or other equivalent documents;

   + Documents proving the permission to operate and have a registered office in Vietnam for foreign organizations or documents proving the permission to reside in Vietnam for foreign individuals.

   (In case the vehicle owner is also the owner of the facility for construction, conversion, repair, and restoration of vehicles allowed to operate according to the regulations of the law, when registering the vehicle, it is not necessary to present documents proving ownership of the vehicle: a sales contract or a contract for the construction of new vehicles, or other equivalent documents.).

* Quantity of documents: 01 set.

(4) Processing time:

- The vehicle registration certificate for the vehicle owner shall be issued within 03 (three) working days from the date of receiving a valid dossier.

(5) Subjects performing the administrative procedure: organizations, individuals.

(6) Administrative agency performing the procedure:

- Competent authority: District People's Committee.

- Delegated or decentralized authority: None.

- Direct administrative agency: District People's Committee.

- Coordination agency: None.

(7) Result of the administrative procedure: Vehicle Registration Certificate.
