On June 4, 2024, the Minister of Natural Resources and Environment of Vietnam issued Decision No. 1524/QD-BTNMT announcing the administrative procedures amended and supplemented in the field of marine and island environment management under the state management function of the Ministry of Natural Resources and Environment.

Procedures for exploiting and using the Marine and Island Resources and Environmental Database through requests in Vietnam (at central level)

(1) Implementation Steps

- Step 1: Submit the application:

Organizations and individuals who wish to exploit and use the database must submit a Request Application directly or via postal service to the Administrative Procedures Reception and Application Result Desk (One-Stop-Shop Office) of the Ministry of Natural Resources and Environment, located at 10 Ton That Thuyet Street, Nam Tu Liem, Hanoi.

- Step 2: Review the application:

The database management agency is responsible for receiving the document and request form for database exploitation and usage from organizations and individuals. In cases where the submitted documents and request form do not meet the requirements specified in Clause 2, Article 14 of Circular 20/2016/TT-BTNMT, the database management agency must guide the organization or individual to supplement the needed information.

- Step 3: Notification and return of application results:

In cases of refusal to provide data, the database management agency must respond in writing, clearly stating the reasons.

For valid documents and request forms, the database management agency will provide data to the organization or individual as per the provisions of Clause 5, Article 14 of Circular 20/2016/TT-BTNMT.

(2) Method of Implementation

- Method of application submission: Submit directly or send via postal service to the One-Stop-Shop Office of the Ministry of Natural Resources and Environment.

- Method of receiving application results: Receive directly at the One-Stop-Shop Office of the Ministry of Natural Resources and Environment.

(3) Components of Application

Request forms or documents must include the following details:

- Name and address of the organization; full name, residence, contact address, ID card number, citizen identification card number, passport number or personal identification number; fax number, phone number, and email address (if any) of the organization or individual;

- List and contents of data to be provided;

- Purpose of data exploitation and usage;

- Form of data exploitation and usage, method of receiving results.

(1) Implementation Steps

- Step 1: Submit the application:

Organizations that wish to exploit and use the database must submit a request document or form to the database management agency.

- Step 2: Review the application:

The database management agency is responsible for receiving the document and request form for database exploitation and usage from organizations and individuals. In cases where the submitted documents and request form do not meet the requirements specified in Clause 2, Article 14 of Circular 20/2016/TT-BTNMT and Article 1 of Circular 23/2023/TT-BTNMT, the database management agency must guide the organization or individual to supplement the required information. In cases where the requested data is not within their responsibility to provide, the database management agency must inform the organization or individual.

- Step 3: Notification and return of application results:

+ In cases of refusal to provide data, the database management agency must respond in writing, clearly stating the reasons.

+ For valid documents and request forms, the database management agency will provide data to the organization or individual as per the provisions of Clause 5, Article 14 of Circular 20/2016/TT-BTNMT.

(2) Method of Implementation

- Method of application submission: Submit directly or via postal service; request documents from state agencies can be sent via official dispatch or fax.

- Method of receiving application results: Receive directly at the database management agency.

(3) Components of Application
