From November 20, 2024, the Head of the Department of Education and Training in Vietnam allows the semi-boarding general education school for minorities to conduct educational activities in accordance with the following procedures.

On October 5, 2024, the Government of Vietnam issued Decree 125/2024/ND-CP stipulating investment and operational conditions in the field of education. The procedures for educational operations of a semi-boarding general education school for minorities in Vietnam are according to the provisions of Article 61 of Decree 125/2024/ND-CP as follows:
Regarding authority: The Head of the Department of Education and Training decides to allow semi-boarding ethnic minority schools to operate educational activities.
Regarding the composition of the dossier includes:
- A proposal to allow educational activities (according to Form No. 03 Annex 1 attached to Decree 125/2024/ND-CP);
- Copies of legal documents proving land use rights, house ownership, or a school premises lease contract with a minimum term of five years;
- Regulations on the organization and operation of the school, including the following main contents: Legal status, tasks, powers of the school; organization and management of the school; organization of educational activities in the school; tasks and rights of the management staff, teachers, employees, and students; finance and assets of the school; other issues related to the organization and operation of the school.
Regarding the procedure to allow semi-boarding ethnic minority schools to operate educational activities in Vietnam as follows:
- Step 1: The school submits one set of documents via the online public service portal, postal service, or directly to the Department of Education and Training;
- Step 2: Within five working days from the date of receipt of a complete dossier, the Department of Education and Training shall notify in writing the contents that need amendments or supplements to the school in case the dossier is invalid; or notify the plan for actual assessment at the school in case the dossier is valid;
- Step 3: Within 20 days from the date of receipt of a complete dossier, the Department of Education and Training, in cooperation with relevant specialized units, organizes an on-site evaluation of the educational operation conditions of the semi-boarding ethnic minority school; prepares an evaluation report to assess compliance with the regulations in Article 60 of Decree 125/2024/ND-CP: the semi-boarding ethnic minority school is allowed to operate educational activities when meeting the conditions corresponding to each level of education as stipulated in Article 17, Article 27 of Decree 125/2024/ND-CP and the following conditions:
+ Have facilities for the management, care, and nurturing of semi-boarding students: Boarding room, boarding house; kitchen, dining room, bathroom; sanitation works, clean water, and accompanying facilities.
+ Have tools and equipment to serve ethnic cultural education activities, physical training and sports, entertainment, and recreational activities for semi-boarding students.
- Step 4: Within five working days from the date of the evaluation report, if conditions are met, the Head of the Department of Education and Training decides to allow the semi-boarding ethnic minority school to operate educational activities; if conditions are not met, a written notification explaining the reasons must be provided to the school.
The decision to allow the semi-boarding ethnic minority school to operate educational activities (according to Form No. 10 Annex I attached to Decree 125/2024/ND-CP) is publicly announced in the mass media in Vietnam.
