Below are the procedures for domestic tour guide licenses in Vietnam from August 20, 2024 specified in Decision 1998/QD-BVHTTDL of 2024.

On July 22, 2024, the Minister of Culture, Sports and Tourism (Hanoi, Vietnam) issued Decision 1998/QD-BVHTTDL to announce the amended administrative procedures related to Tourism, under the management of the Ministry of Culture, Sports and Tourism (Hanoi, Vietnam).

According to the regulations stated in Section A Part II on the revised and supplemented administrative procedures in the field of Tourism under the management scope of the Ministry of Culture, Sports and Tourism, issued in conjunction with Decision 1998/QD-BVHTTDL of 2024, the procedure for domestic tour guide licenses in Vietnam is as follows:

(1) Process of execution:

- The applicant submits the dossier to the Department of Tourism/Department of Culture, Sports and Tourism;

- Within 15 days from the date of receipt of the complete dossier, the Department of Tourism/Department of Culture, Sports and Tourism issues the domestic tour guide card to the applicant; in case of refusal, the Department must provide a written response clearly stating the reasons.

(2) Method of execution:

- Direct submission or by post to the Department of Tourism/Department of Culture, Sports and Tourism;

- Online submission if the provincial administrative procedure resolution information system has deployed online reception.

(3) Dossier components and quantity:

- Dossier components:

+ Application form for domestic tour guide license (Form No. 04 in Appendix II issued in conjunction with Circular 04/2024/TT-BVHTTDL);

Form No. 04

+ Curriculum vitae confirmed by the People's Committee of the commune where the applicant resides;

+ Certified copy of the intermediate or higher diploma in the field of tour guiding; or a certified copy of the intermediate or higher diploma in another field and a certified copy of the domestic tour guide professional certificate;

+ Health certificate issued by a competent medical facility within 6 months up to the time of dossier submission;

+ 02 color portrait photos sized 3cm x 4cm.

- Quantity of dossier: 01 set.

(4) Processing time: 15 days from the receipt of complete dossier.

(5) Subjects for administrative procedure: Individuals.

(6) Executing authority for administrative procedures:

- Authority with decision power: Department of Tourism/Department of Culture, Sports and Tourism.

- Authority directly executing the procedures: Department of Tourism/Department of Culture, Sports and Tourism.

(7) Result of executing administrative procedures: Domestic tour guide card.

(8) Fees: 325,000 VND per card (according to Circular 43/2024/TT-BTC of the Minister of Finance prescribing the collection rates for certain fees and charges to continue removing difficulties and supporting business production activities. Effective from July 1, 2024, to December 31, 2024).

(9) Requirements and conditions for executing administrative procedures:

- Vietnamese nationality, residing in Vietnam;

- Full civil act capacity;

- Not suffering from infectious diseases, not using narcotics;

- Graduated from intermediate or higher education in tour guiding; in case of another field, a domestic tour guide professional certificate is required.

More details can be found in Decision 1998/QD-BVHTTDL which comes into force in Vietnam from August 20, 2024.
