Procedures for consideration for the award of the Commemorative Medal "For the Cause of Cultural, Sports, and Tourism" in Vietnam

(1) Implementation process

- Agencies and units under the Ministry with individuals who are eligible for consideration for the award of the Commemorative Medal of the Ministry of Culture, Sports, and Tourism are responsible for organizing evaluations, preparing applications for consideration for the award of the Commemorative Medal "For the Cause of Cultural, Sports, and Tourism" ("Commemorative Medal").

- The applications for consideration for the award of the Commemorative Medal from agencies and units are sent directly, via post, or online (e-application) to the Ministry of Culture, Sports, and Tourism (through the Organizational Personnel Department).

- The Organizational Personnel Department shall assess the applications and submit them to the competent authority within 25 working days from the date of receiving the complete application as stipulated (except for urgent rewards). In the event that the applications are incomplete, within a period of 05 working days, the Organizational Personnel Department shall notify the agency or unit to complete the applications.

- The Commemorative Medal can only be awarded once.

(2) Implementation methods:

Submit directly or via post or online (electronic documents) to the Ministry of Culture, Sports, and Tourism (through the Organizational Personnel Department).

(3) Documents required, quantity of applications

* Documents required:

- Application for consideration for the award of the Commemorative Medal (according to Form 01 in Decree 98/2023/ND-CP);

- Summary list of the accomplishments of the applicant for consideration in the award of the Commemorative Medal.

* Quantity of application files: 01 set

(4) Processing time: 25 working days from the date of receiving the complete applications as stipulated.

(5) Subjects performing the administrative procedure: agencies and units under the Ministry.

(6) Agencies responsible for the administrative procedure:

- Authority to decide: Ministry of Culture, Sports, and Tourism

- Implementing authority: Organizational Personnel Department.

- Coordinating authority: Not specified.

(7) Result of the administrative procedure: Decision to award the Commemorative Medal "For the Cause of Cultural, Sports, and Tourism".

(8) Fees: Not specified.

(9) Form name: Form 01 Attachment 01 issued with Decree 98/2023/ND-CP.

(10) Requirements, conditions for performing the administrative procedure:

* Subjects eligible for consideration for the award of the Commemorative Medal:

- Individuals working in the Sector at agencies and units under the Ministry;

* Criteria for consideration for the award of the Commemorative Medal:

- Individuals who have been working in the Sector and have accumulated 20 years or more of work experience for men and 15 years or more of work experience for women (including time spent studying or performing military service).

- Individuals as specified above may be considered for the award of the Commemorative Medal earlier than stipulated in the following cases:

+ Individuals who have served in difficult areas, border areas, or islands shall have their actual working time in those areas multiplied by a coefficient of 1.3 to calculate their working time in the Sector;

+ Dancers, circus performers, and national team athletes may be considered for the award of the Commemorative Medal 05 years earlier than stipulated;

+ Individuals who have been awarded the titles of Labor Hero, National Exemplary Soldier, People's Artist, Artist of Merit, People's Artisan, Artisan of Merit, People's Teacher, Teacher of Merit, People's Doctor, Doctor of Merit, authors of works, collections of works, projects, or collections of projects that have been awarded the Ho Chi Minh Prize, State Prize for Literature and Art may be considered for the award of the Commemorative Medal immediately after receiving the decision to award these titles or prizes.

- Other cases as decided by the Minister.
