Procedures for Consideration for Awarding the Titles of People's Artist and Artist of Merit at Ministry and Provincial Councils in Vietnam

Decree 89/2014/ND-CP guides the procedures to consider conferring the titles of “People’s Artist,” “Artist of Merit” at the Ministry, Provincial Councils as follows:

- The Ministry Council consists of 11 to 15 members, including:

- The Council Chairman is a leader from the Ministry of Culture, Sports and Tourism or the Ministry of Public Security or the Ministry of National Defense, the Voice of Vietnam, the Vietnam Television;

- The Vice Chairmen of the Council are the Director of the Emulation and Commendation Department of the Ministry of Culture, Sports and Tourism or the Head of the Emulation and Commendation Department of the Ministry of Public Security, the Ministry of National Defense or the Head of the Emulation and Commendation Department of the Voice of Vietnam, the Vietnam Television and the head of the unit managing the artistic activities of the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, the Vietnam Television;

- Council members include representatives of the organizational units under the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, the Vietnam Television; representatives of some artistic units under the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, the Vietnam Television; experts in the field of arts; People's Artists, Artist of Merits.

The Council uses the seal of the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, the Vietnam Television. The Emulation and Commendation Department or the Emulation and Commendation Section (Department) under the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the Ministry of National Defense, the Voice of Vietnam, the Vietnam Television is the standing agency of the Council. The Council has a Secretariat established by the Council Chairman.

- The Provincial Council consists of 11 to 15 members, including:

- The Council Chairman is a Vice Chairman of the Provincial People’s Committee;- The Vice Chairmen of the Council are the Director or Deputy Director in charge of arts of the Department of Culture, Sports and Tourism;- Council members include representatives from the Provincial Propaganda Department, City Party Committee, Provincial Emulation and Commendation Department, Television Station, Provincial Radio and Television Station; Provincial Literature and Art Association; representatives of provincial artistic units; experts in various fields of arts; People’s Artists, Artist of Merits of the province.

The Council uses the seal of the Provincial People’s Committee. The Department of Culture, Sports and Tourism is the standing agency of the Council. The Council has a Secretariat established by the Council Chairman.

- Responsibilities of the Ministry, Provincial Councils:

- Consider and evaluate the dossiers proposing conferring the titles of “People’s Artist,” “Artist of Merit” as prescribed;

- Publicly announce the results of consideration on public media within 07 working days from the date of completion of dossier evaluation;

- Receive and handle petitions within 20 days from the date of completion of the result announcement;

- Complete the dossiers meeting the standards for conferring the titles of “People’s Artist,” “Artist of Merit” and receiving at least 90% of the total votes of the Council members to be sent to the standing agency of the Specialist Council at the State level as per the stipulated timeframe in the Plan.

- The Ministry, Provincial Councils send 01 dossier to the standing agency of the Specialist Council at the State level. The dossier includes:

- Documents specified in Points a, b, c, d, dd and Point g Clause 3 Article 14 of this Decree;- Decision to establish the Ministry, Provincial Councils to consider conferring the titles of “People’s Artist,” “Artist of Merit.”
