On April 25, 2024, the Minister of Culture, Sports and Tourism issued Decision 1158/QD-BVHTTDL on announcing newly issued and amended administrative procedures related to emulation and commendation in Vietnam under the Ministry of Culture, Sports and Tourism.
(1) Implementation sequence
- Authors or legal representatives (in case the author is a member); Authors who are foreigners with works on literature and art submit their application for consideration for awarding the "Ho Chi Minh Prize" in literature and art to the Central Association of Literature and Arts;
- In case the application is invalid, the Central Association of Literature and Arts will guide the author and legal representative to complete the application. Within 07 days of receiving the application, the author submits the completed application to the receiving agency;
- The Council for consideration for awarding the "Ho Chi Minh Prize" in literature and art at all levels is established for each award, including: Grassroots-level Council, State-level Specialized Council, State-level Council.
* The consideration process at the grassroots council (established by the Chairman of the People's Committee at the provincial level)
- Publicize the list of authors with literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art on media platforms under the management authority within 10 days from the end date of receiving applications from authors following the specified time to gather opinions from the people.
- Receive and handle feedback from the people within 15 days from the end date of publicizing the list of authors with literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art on media platforms under the management authority.
- Review, discuss, and evaluate each literary or artistic work proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art according to the regulations in Articles 7 and 8 of Decree 36/2024/ND-CP within 15 days from the date the Council's standing agency reports and asks for Council members' opinions on the application;
- Within 10 days from the end date of the meeting, the council is responsible for notifying the authors of literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art of the results through written communication.
- Receive and handle recommendations within 20 days from the date of notifying the results by the council.
- Within 10 days from the end date of the deadline for receiving and handling feedback, complete the applications for consideration for awarding the "Ho Chi Minh Prize" in literature and art, achieving at least 80% of the total votes in favor from the council members present at the meeting, and send them to the standing agency of the state-level specialized council. The regulations on the components of the application are stated in Clause 6 of Article 16 of Decree 36/2024/ND-CP.
* The consideration process at the state-level specialized council:
- Publicize the list of authors with literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art on the official website of the Ministry of Culture, Sports, and Tourism within 15 days from the end date of receiving applications from the grassroots-level council to gather opinions from the people.
- Receive and handle feedback from the people within 15 days from the end date of publicizing the list of authors with literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art on the official website of the Ministry of Culture, Sports, and Tourism.
- Review, discuss, and evaluate each literary or artistic work proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art according to the regulations in Articles 7 and 8 of Decree 36/2024/ND-CP within 20 days from the date the Council's standing agency reports to the council members for opinions on the application.
- Within 15 days from the end date of the meetings of the councils, the standing agency is responsible for notifying the grassroots-level council in writing of the consideration results of the "Ho Chi Minh Prize" in literature and art by the state-level specialized council. Within 5 days from the date the grassroots council receives the written notification of the results from the state-level specialized council, the permanent agency of the grassroots-level council is responsible for notifying the authors who submit the applications for consideration for awarding the "Ho Chi Minh Prize" in literature and art.
- Receive and handle feedback within 20 days from the date of notifying the results by the councils.
- Within 20 days from the end date of the deadline for receiving and handling feedback, complete the applications for consideration for awarding the "Ho Chi Minh Prize" in literature and art, achieving at least 80% of the total votes in favor from the council members present at the meeting, and send them to the standing agency of the state-level specialized council. The regulations on the components of the application are stated in Clause 6 of Article 16 of Decree 36/2024/ND-CP.

- Publicize the list of authors of literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art on the Government's official website and the Ministry of Culture, Sports, and Tourism's official website within 15 days from the end date of receiving applications from the state-level specialized council.
- Receive and handle recommendations from the people within 15 days from the end date of publicizing the list of authors with literary or artistic works proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art on the Government's official website and the Ministry of Culture, Sports, and Tourism's official website.
- Review, discuss, and evaluate each literary or artistic work proposed for consideration for awarding the "Ho Chi Minh Prize" in literature and art according to the regulations in Articles 7 and 8 of Decree 36/2024/ND-CP within 15 days from the date the council's standing agency reports to the council members for opinions on the application.

- Within 20 days from the end date of the deadline for receiving and handling feedback, complete the applications for consideration for awarding the "Ho Chi Minh Prize" in literature and art, achieving at least 80% of the total votes in favor from the council members present at the meeting, and send them to the Ministry of Home Affairs (Central Committee for Emulation and Commendation) for compilation and submission to the Prime Minister. The regulations on the components of the application are stated in Clause 6 of Article 17 of Decree 36/2024/ND-CP.
(2) Implementation methods
- The author or their legal representative (in the case of a collective work) shall directly submit or send by post one set of documents according to regulations to the Central Association of Literature and Art;
- Foreign authors of literary or artistic works shall directly submit or send by post or online one set of documents according to regulations to the Central Association of Literature and Art.
(3) Components and quantity of documents
- Components of the documents:
1) Declaration form for literary or artistic works nominated for the "Ho Chi Minh Prize" in literature and art (according to Form 1a in the Appendix attached to Decree 36/2024/ND-CP);
2) Copy or photograph of the literary or artistic work nominated for the "Ho Chi Minh Prize" in literature and art, along with basic information about the year and month of publication and use; a summary of the content of the literary or artistic work;
3) Copy from the original register or a certified copy or a copy and presentation of the original for comparison (in the case of direct submission); copy from the original register or a certified copy (in the case of submission by post or online) of the decisions to award prizes or certificates of awards for the literary or artistic works as prescribed in point c, clause 2, Article 8 of Decree 36/2024/ND-CP;
4) For collaborative works, there must be an authorization letter from the representative who submits the documents for nomination for the "Ho Chi Minh Prize" in literature and art, and an agreement on ownership and author's rights as prescribed by law;
5) For literary or artistic works by deceased authors, there must be a commitment letter and an authorization letter from the representative who submits the documents for nomination for the "Ho Chi Minh Prize" in literature and art on behalf of the individuals with related legal rights;
6) For literary or artistic works by foreign authors that use a foreign language, there must be a translation into Vietnamese (original copy);
7) Other relevant documents related to the literary or artistic works (if any).
- Quantity of documents: One set.
(4) Processing time
- The time for organizing the evaluation of the "Ho Chi Minh Prize" in literature and art at the grassroots-level council shall not exceed 80 days;
- The time for organizing the evaluation of the "Ho Chi Minh Prize" in literature and art at the state-level specialized council shall not exceed 115 days;
- The time for organizing the evaluation of the "Ho Chi Minh Prize" in literature and art at the state-level council shall not exceed 110 days.
