On January 28, 2011, the Ministry of Education and Training issued Circular 04/2011/TT-BGDDT concerning the regulation on compiling, selecting, appraising, approving, and using university education curriculum in Vietnam.

According to Article 11 Circular 04/2011/TT-BGDDT, the process for conducting the assessment of higher education textbooks in Vietnam is as follows:
The rector shall decide to establish the Textbook Assessment Council to assess the textbooks.
The number of members of the Textbook Assessment Council shall be decided by the rector, consisting of a Chairman of the council, 2 reviewers, 1 secretary member, and other members. The Assessment Council must include at least 02 external members, representing employers.
Members of the Assessment Council must be individuals with professional expertise appropriate to the content of the textbook, high proficiency, and reputable experience in university teaching.
The Assessment Council organizes the assessment and proposes to the chief editor/co-chief editor or individual scientists involved in the textbook compilation to review, revise, and complete the textbook. The Council may invite several external representatives to attend the assessment session.
Regulations on the organization and activities of the Textbook Assessment Council shall be specified in writing by the rector.
The funding for the compilation, selection, assessment, and approval of textbooks shall be the responsibility of the head of the higher education institution according to current regulations in Vietnam.
