1. Procedures for awarding the titles of People's Artist and Meritorious Artist at the ministry-level council and the provincial-level council in Vietnam

According to the provisions in Article 15 of Decree 61/2024/ND-CP, the procedures for awarding the titles of People's Artist and Meritorious Artist at the ministry-level council and the provincial-level council in Vietnam are as follows:

- Publicly announcing the list of individuals proposed for the titles of “People’s Artist” and “Meritorious Artist” on the media under management authority: E-portals of ministries, central authorities and local authorities or newspapers of ministries, central authorities and local authorities for 10 days, starting from the day the deadline for receiving applications at the grassroots council ends, to gather public opinion.

- Receiving and handling public petitions within 15 days from the end of the public announcement period of the list of individuals proposed for the titles of “People’s Artist” and “Meritorious Artist” on the media under management authority: E-portals of ministries, central authorities and local authorities or newspapers of ministries, central authorities and local authorities.

- Reviewing and evaluating each application for the titles of “People’s Artist” and “Meritorious Artist” according to the provisions in Article 7 or Article 8 of Decree 61/2024/ND-CP within 10 days from the date the standing body of the council reports to seek opinions from council members on the application.

- Within 10 days from the end of the council meeting, the standing body is responsible for announcing in writing the results of awarding the titles of “People’s Artist” and “Meritorious Artist” of the ministerial or provincial council to the grassroots council.

Within 05 days from the date the grassroots council receives the written announcement of the results from the ministerial or provincial council, the standing body of the grassroots council is responsible for notifying in writing the individuals whose applications have been proposed for the titles of “People’s Artist” or “Meritorious Artist”.

- Receiving and handling petitions within 20 days from the date of the announcement of the council’s awarding results.

- Within 10 days from the end of the period for receiving and handling petitions, complete the application for awarding the title of “People’s Artist” or “Meritorious Artist” achieving at least 80% approval from the total number of council members present at the meeting and send it to the standing body of the State-level Council. The application (01 set) includes:

+ Documents as specified in points a, b, c, d, d, e, and h of Clause 6, Article 14 of Decree 61/2024/ND-CP;

+ Assessment reports of the ministerial or provincial council for each individual considered and evaluated as per point d, Clause 4, Article 7 or point d, Clause 4, Article 8 of Decree 61/2024/ND-CP: Form 8a or Form 8b in Appendix I attached to Decree 61/2024/ND-CP;

+ Decision to establish the ministerial or provincial council.

- The duration of organizing the activities for awarding the titles of “People’s Artist” and “Meritorious Artist” at the ministerial or provincial council level shall not exceed 85 days.

2. Principles for Awarding the Titles of People’s Artist, Meritorious Artist in Vietnam

The principles for awarding the titles of “People’s Artist” and “Meritorious Artist” are stipulated in Article 4 of Decree 61/2024/ND-CP as follows:

- Implement according to points a, b, and c of Clause 2, Article 5 of the Law on Emulation and Commendation 2022.

- Councils at all levels are only to submit to the superior authority for consideration the cases that meet all the conditions, standards, procedures, and dossiers stipulated in Decree 61/2024/ND-CP.

- Do not award the titles of “People’s Artist” or “Meritorious Artist” to co-authors of musical works and photographic works.
