Recently, the Minister of Culture, Sports, and Tourism of Vietnam announced newly issued and revised administrative procedures in the field of Emulation and Commendation.

On June 24, 2024, the Minister of Culture, Sports, and Tourism issued Decision 1689/QD-BVHTTDL about announcing newly issued and revised administrative procedures in the field of Emulation and Commendation under the management of the Ministry of Culture, Sports, and Tourism.

Procedures for awarding the title of Meritorious Artist of Vietnam (for Local-level Councils)

(1) Execution Order

  • Individuals stipulated at points a and c, clause 1, Article 2 of the Decree 61/2024/ND-CP, should submit one set of documents as prescribed in clause 1, Article 13 of Decree 61/2024/ND-CP directly, via postal service, or electronically to the unit where they work.

  • Individuals stipulated at points b, d, and đ, clause 1, Article 2 of Decree 61/2024/ND-CP, should submit one set of documents as prescribed in clause 1, Article 13 of Decree 61/2024/ND-CP directly, via postal service, or electronically to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where they reside.

  • Retired individuals stipulated at points a and c, clause 1, Article 2 of Decree 61/2024/ND-CP should submit one set of documents as prescribed in clause 1, Article 13 of Decree 61/2024/ND-CP directly, via postal service, or electronically to the unit where they worked before retirement or to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where they reside.

  • In case of incomplete or incorrect documents, the receiving agency will guide the individual to complete the documents. Within seven days from receiving the redone documents, the individual resubmits the completed documents to the receiving agency.

  • Specialized agencies establish committees for awarding the title "People's Artist" according to Chapter III of Decree 61/2024/ND-CP, including: Local-level Councils, Provincial-level Councils (referred to as Provincial Councils), and State-level Councils.

  • Procedures for awarding the title at the Local-level Councils (including units like: Departments of Culture, Sports, and Tourism, Departments of Culture and Sports, Broadcasting Stations, Television Stations, Broadcasting - Television Stations, Theaters, Professional Art Troupes, academies, culture, and arts training institutions, cinematographic units with research, training, and creative functions of culture and arts belonging to provinces, centrally-administered cities):

  1. Publicly disclose the list of individuals recommended for awarding the title "Meritorious Artist" by posting or publishing on the unit's website for 10 days from the end of the individual document submission period as regulated to gather public opinion.

  2. Receive and process public feedback within 15 days from the end of the public disclosure of the recommended individuals' list for the title "Meritorious Artist" by posting or publishing on the unit's website.

  3. Review and evaluate each document recommended for the title "Meritorious Artist" according to Article 8 of Decree 61/2024/ND-CP within 10 days from the date the Council's permanent agency reports to seek members' opinions on the documents.

  4. Within seven days from the end of the meeting, the Council is responsible for notifying in writing the results of the awards to individuals who submitted documents for the title "Meritorious Artist".

  5. Receive and process grievances within 20 days from the date the Council announces the award results.

  6. Within seven days from the end of the time period for receiving and processing grievances, complete the award proposal documents for the title "Meritorious Artist" reaching 80% approval from the total council members present at the meeting, and submit them to the Provincial Council's permanent agency.

  • Procedures for awarding the title at the Provincial-level Councils and the State-level Councils will follow Articles 15 and 16 of Decree 61/2024/ND-CP respectively.

  • The ceremony for awarding the title "Meritorious Artist" is organized by the Ministry of Culture, Sports, and Tourism.

(2) Method of Implementation: Submit directly, via postal service, or electronically.

(3) Components and Number of Documents

  • Document components:
  1. A proposal form for awarding the title "Meritorious Artist" according to Form No. 1b in Appendix I attached to Decree 61/2024/ND-CP.

  2. Copies from original records or certified copies or copies and present the originals for comparison (in case of direct submission); copies from original records or certified copies (in case of postal or electronic submission) of award decisions as stipulated in clause 4, Article 8 of Decree 61/2024/ND-CP.

  3. A certificate from the unit's head about the individual's participation in Gold or Silver award-winning artistic works at professional art contests, festivals, or performances used for criteria conversion when calculating achievements for individual participation as stipulated in clause 4, Article 8 of Decree 61/2024/ND-CP (if any).

  4. Copies from original records or certified copies or copies and present the originals for comparison (in case of direct submission); copies from original records or certified copies (in case of postal or electronic submission) of emulation titles and reward forms decisions (if any).

  • Number of documents: 01 set

(4) Processing Time

  • The duration for performing the awarding activities for the title "Meritorious Artist" at the Local-level Councils shall not exceed 70 days.

  • The duration for performing the awarding activities for the title "Meritorious Artist" at the Provincial-level Councils shall not exceed 85 days.

  • The duration for performing the awarding activities for the title "Meritorious Artist" at the State-level Councils comprises two steps, as follows:

  1. Step 1: The duration at the State-level specialized Councils shall not exceed 115 days.

  2. Step 2: The duration at the State-level Councils shall not exceed 100 days.

  • The title "Meritorious Artist" is awarded and announced every three years on the occasion of the National Day of the Socialist Republic of Vietnam.
