On February 21, 2024, the Government issued Decree 18/2024/ND-CP on the Ho Chi Minh Prize, State Prize, and awards for science and technology works in Vietnam.

Award consideration is carried out at 03 levels. The process and deadline for completing award consideration at all levels (excluding holidays and the New Year) are specifically as follows:

(1) Grassroots level:

- The work author or legal representative shall submit the application for consideration for the Award at the agency or organization directly managing the author of the project. In the event that the author of the work does not have a direct management agency or organization, it must be submitted to the Department of Science and Technology where the author resides.

For foreign authors with research projects about Vietnam, the project documents must be submitted to a science and technology organization. Science and technology organizations are responsible for guiding authors of works and organizing awards according to regulations.

- The work is considered by the grassroots-level Award Review Council established by the head of the agency or organization directly managing the author of the work, the Director of the Department of Science and Technology where the author is located or the legal representative of the resident author or the head of the science and technology organization.

Procedures for awarding awards at the grassroots level are as prescribed in Article 17 of Decree 18/2024/ND-CP. Award consideration is completed within 30 days of receiving applications for Award consideration.

The head of the agency or organization establishing the Grassroots-level Award Consideration Council shall send the dossier to the Head of the agency establishing the Ministry-, sector-, and local-level Award Consideration Council to carry out further procedures. For science and technology organizations, the head of the organization establishing the Grassroots-level Award Consideration Council shall send the application to the Head of the ministerial or provincial agency that issues the Certificate of registration of scientific and technological activities to the organization.

(2) Ministry, sector, and local level:

The work is considered by the Council for awarding awards at ministerial, sectoral, and local levels established by the decision of Ministers, Heads of ministerial-level agencies, Government agencies, other central state agencies, and Chairman of the People's Committee of provinces and centrally run cities.

Procedures for awarding awards at the ministerial, branch, and local levels are as prescribed in Article 18 of Decree 18/2024/ND-CP. The award consideration is completed within 30 days from the date of receiving the application for the Award from the grassroots level. The head of the agency establishing the Council for considering and awarding awards at ministerial, sectoral, and local levels sends the dossier to the Ministry of Science and Technology to carry out further procedures.

(3) For State level, there are two steps:

- Step 1: Consideration at the State-level Specialized Awards Award Council established by the decision of the Minister of Science and Technology.

Procedures for awarding awards at the State-level Specialized Awards Review Council are as prescribed in Article 19 of Decree 18/2024/ND-CP. The organization of award consideration will be completed within 90 days of receiving applications for award consideration from ministries, branches, and localities. The Minister of Science and Technology sends the application to the State Council for consideration and selection.

- Step 2: Consideration at the State Award Council established by the Prime Minister's decision on the basis of the proposal of the Minister of Science and Technology. The Council has an assisting Working Group established by the decision of the Minister of Science and Technology.

Procedures for awarding awards at the State-level Award Consideration Council are as prescribed in Article 20 of Decree 18/2024/ND-CP. The organization of award consideration is completed within 30 days from the time the State-level Award Consideration Council receives the application for award consideration.

The results of the Award consideration are sent by the State Award Review Council to the Ministry of Home Affairs for appraisal and submission to the Prime Minister.
