Procedures for awarding the Hai Thuong Lan Ong Award at the grassroots-level and ministry-level Council in Vietnam

On October 29, 2020, the Minister of Health of Vietnam issued Circular 16/2020/TT-BYT regarding standards and guidelines for awarding the Hai Thuong Lan Ong Prize in the field of traditional medicine and pharmacy.

Procedures for awarding the Hai Thuong Lan Ong Award at the grassroots-level-level and ministry-level Council in Vietnam (Internet image)

According to Circular 16/2020/TT-BYT, the procedures for awarding the Hai Thuong Lan Ong Award at the grassroots-level-level and ministry-level Council in Vietnam are as follows:

1. Selection Procedure at the grassroots-level Council

Units permitted to establish the grassroots-level Council according to point a, clause 1, Article 10 of Circular 16/2020/TT-BYT shall implement the following selection procedure:

- The grassroots-level Council organizes meetings, reviews dossiers, conducts verification (if necessary), and holds a confidence vote. Only individuals who receive at least 80% of the total confidence votes from the council members as per the establishment decision are listed to be proposed to the ministry-level Council.

For those cases that do not meet the criteria, the Council issues a document to the Chairman of the Council, notifying the individuals proposed for the award.

Within 15 working days from the date of the confidence vote result, the grassroots-level Council must submit the results to the ministry-level Council for consideration.

- Dossier of the grassroots-level Council submitted to the ministry-level Council:

The grassroots-level Council is responsible for compiling the results and sending the dossier to the ministry-level Council as specified in clause 2, Article 10, including:

- Submission to the ministry-level Council (Form No. 02 - Appendix 02);- List of individuals proposed for the Hai Thuong Lan Ong Award (Form No. 5 - Appendix 02);- Minutes of the secret ballot results of the grassroots-level Council (Form No. 03, Form No. 04 - Appendix 02);- Report on the achievements of individuals certified by the grassroots-level Council, along with documents proving the individual's accomplishments in the field of traditional medicine and pharmacy.

2. Selection Procedure at the ministry-level Council

Within 30 working days from the date of receiving the dossier from the grassroots-level Council, the Standing Committee of the Council is responsible for evaluating and compiling the results to present to the ministry-level Council for consideration.

Based on the evaluation results from the Standing Committee, the ministry-level Council convenes to review the dossier submitted by the grassroots-level Council and conducts a secret ballot. Only individuals who receive at least 80% of the total confidence votes from the members of the ministry-level Council according to the establishment decision are proposed for consideration by the Minister of Health of Vietnam.

The Standing Committee of the Council compiles the dossier and submits it to the Minister of Health of Vietnam for signing the Decision to award the Hai Thuong Lan Ong Award. For those cases that are not awarded, the Standing Committee will notify the grassroots-level Council with the proposed individuals in writing.

Organization of the Announcement and Award Ceremony

- After the Minister of Health of Vietnam issues the decision to award the Hai Thuong Lan Ong Award, the standing body of the award will prepare and submit to the Minister of Health of Vietnam for consideration and decision on the organization of the Award Announcement and Ceremony.

- The award ceremony must be solemnly organized to honor individuals with significant contributions to the field of traditional medicine and pharmacy.

- The awards will be widely publicized through mass media channels.

More details can be found in Circular 16/2020/TT-BYT, which comes into force in Vietnam from December 12, 2020.
