Procedures for awarding Diplomat of Merit by the Minister of Culture, Sports, and Tourism of Vietnam (latest) (Internet image)
Regarding this matter, LawNet would like to answer as follows:
(1) Implementation process
- Agencies and units under the Ministry, which have individuals or collectives eligible for consideration for award, are responsible for organizing the evaluation and preparing the application for consideration for award of Diplomat of Merit by the Minister of Culture, Sports, and Tourism (referred to as Diplomat of Merit by the Minister).
- The application for consideration for awarding a Diplomat of Merit by the Minister of Culture, Sports, and Tourism shall be submitted directly, by post, or online (e-application) to the Ministry of Culture, Sports, and Tourism (through the Organization and Personnel Department).
- The Organization and Personnel Department shall evaluate the application and submit it to the competent authority within 25 working days from the date of receiving the complete application, as prescribed (except for irregular commendations). In the event that the application is incomplete, within 5 working days, the Organization and Personnel Department shall notify the agency or unit to complete the application.
(2) Implementation method:
Submit directly, by post, or online (electronic dossier) to the Ministry of Culture, Sports, and Tourism (through the Organization and Personnel Department).
(3) Components, quantity of applications
* Components of the application:
- Request for commendation (applying Form 01 Appendix 01 issued together with Decree 98/2023/ND-CP);
- Achievement report of the individuals considered for commendation, confirmed by the proposing unit (depending on each case, applying Forms 02, 03, and 07 in Appendix 01 issued together with Decree 98/2023/ND-CP);
- Minutes of the commendation evaluation by the Commendation Council of the proposing unit ;
+ If individuals or collectives are eligible for consideration for awarding Diplomat of Merit by the Minister because they have achieved outstanding or exceptionally outstanding results with an impact within the field under the Ministry of Culture, Sports, and Tourism, they must have a certification or confirmation from the competent authority regarding the achievements.
* Quantity of applications: 01 set
(4) Processing time: 25 working days from the date of receiving the complete application, as prescribed.
(5) Requirements, conditions for administrative procedures:
Criteria for awarding Diplomat of Merit by the Minister:
* Diplomat of Merit by the Minister is awarded to exemplary individuals who have well implemented the Party's guidelines, State policies, and laws, meeting one of the following criteria:
- Individuals working at agencies or units under the Ministry, meeting the criteria specified in point a or point b or point c or point d, clause 1, Article 74 of the Law on Emulation and Commendation;
- Individuals achieving outstanding results at international competitions, festivals, exhibitions in the fields of culture, family, physical education, sports, and tourism, or achieving outstanding and exemplary results evaluated in topic-specific competitions initiated by the Ministry;
* Diplomat of Merit by the Minister is awarded to collectives meeting one of the following criteria:
- Collectives belonging to agencies or units under the Ministry, meeting one of the criteria specified in clause 3, Article 74 of the Law on Emulation and Commendation;
- Collectives achieving outstanding results at international competitions, festivals, exhibitions in the fields of culture, family, physical education, sports, and tourism, or achieving results that serve as examples within the Ministry or the Sector, or achieving outstanding and exemplary results evaluated in topic-specific competitions initiated by the Ministry;
* Other cases as decided by the Minister.
