From August 1, 2024, there will be changes to the procedures for automobile registration for winner of an automobile license plate auction in Vietnam.

The Minister of Public Security (Hanoi, Vietnam) issued Circular 28/2024/TT-BCA on June 29, 2024, amending Circular 32/2023/TT-BCA prescribing tasks, powers, forms, content, and procedures for patrolling, inspecting, and handling administrative violations related to road traffic by traffic police; Circular 24/2023/TT-BCA on procedures for issuance and revocation of vehicle registration and license plate in Vietnam.
In particular, Circular 28/2024/TT-BCA amended the regulations on vehicle registration procedures for winning a car license plate auction as stipulated in Circular 24/2023/TT-BCA.
Organizations and individuals winning car license plate auctions must follow the registration procedure as follows:
- Declare the vehicle registration form as prescribed in Article 9 of Circular 24/2023/TT-BCA (amended by Circular 28/2024/TT-BCA). To be specific:
After successful declaration, the vehicle owner receives an online vehicle registration application code and a scheduled appointment to resolve the application notified by the public service portal via phone message or email to complete the vehicle registration procedures; providing the online vehicle registration application code to the vehicle registration authority for vehicle registration procedures in accordance with regulations.
Declare on the public service portal or the National Identity Application in cases where Vietnamese citizens register a vehicle for the first time using the full online public service for domestically manufactured and assembled vehicles: The vehicle owner logs in to the public service portal or the National Identity Application and accurately, fully, and honestly declares the content specified in the vehicle registration form.
Declare and submit directly at the vehicle registration authority: The vehicle owner accurately, fully declares the content specified in the vehicle registration form.
Bring the vehicle to the Traffic Police Department where the headquarters, residence, or the Traffic Police Department that manages the winning auction license plate is located for vehicle inspection (except in cases where Vietnamese citizens register a vehicle for the first time using the full online public service for domestically manufactured and assembled vehicles); providing the online vehicle registration application code and submitting vehicle documents as prescribed in Article 27 of Circular 24/2023/TT-BCA;
After a vehicle registration officer checks the vehicle documents and the actual vehicle ensures it is valid, the vehicle registration authority will issue the winning auction license plate; receive an appointment receipt to collect the vehicle registration result, and submit the vehicle registration fee as prescribed; in case the vehicle owner wishes to receive the vehicle registration result via the public postal service, they can register with the public postal service unit;
Receive the vehicle registration result at the vehicle registration authority or from the public postal service unit;
In cases where Vietnamese citizens register a vehicle for the first time with the winning auction license plate using the full online public service for domestically manufactured and assembled vehicles on the public service portal or the National Identity Application: Enter the winning auction license plate, the decision number confirming the winning auction license plate, and follow the regulations in Clause 5, Article 12 of Circular 24/2023/TT-BCA (amended by Circular 28/2024/TT-BCA).
