Article 14 of Circular 07/2016/TT-BKHCN stipulates that based on the objectives and content of the Program and on the proposal of the Provincial People's Committee, the Ministry of Science and Technology of Vietnam shall organize consideration and approval of the project order list in the following steps:

1. The task-managing unit shall coordinate with relevant units to review the list of proposed projects under the Program regarding the completeness of information, dossiers as required, and the necessity of the project. The task-managing unit shall report the review results to the Minister of Science and Technology for consideration and decision on the preliminary list of projects to be submitted to the Council for advisory task determination (Form B1.6-DMSB, in Appendix I issued together with this Circular).

2. The task-managing unit shall submit to the Minister of Science and Technology to establish the Council for advisory task determination of projects by specialized fields. The Council consists of 05 members with the Leader of the task-managing unit as chairman, the Leader of the specialized management department as vice-chairman, and the remaining members: Leader of the Planning - General Department, Leader of the financial management unit, and one science and technology expert in the project's specialized field. The Ministry of Science and Technology assigns administrative secretaries to assist in preparing materials and organizing Council meetings.

3. The Council analyzes and evaluates the following contents:

The urgency and suitability of the project to the Program; the inter-regional nature and importance of the proposed project for project grouping and prioritization; identifying names, main objectives, and key contents; expected main products; analyzing the rationality of the applied and transferred technology; considering and identifying the leading Organization, the technology application support Organization.

4. The order and procedures for the advisory task determination Council meeting shall follow the regulations in Form B1.7-QTLVHD. Council members give comments according to Form B1.8-PNXDX and vote for evaluation according to Form B1.9-PDGDX. The Council reaches a consensus on “proposed implementation” for proposals with at least 4/5 members voting “proposed implementation”; group projects under central management and authorize local management; finalize the project list for direct assignment. The Council’s working results are recorded in the advisory task determination Council’s meeting minutes according to Form B1.10-BBHDXDNV. Details of the forms are stipulated in Appendix I attached to this Circular.

5. The Minister of Science and Technology of Vietnam approves the project order list for direct assignment to the leading Organization and the technology application support Organization.

Within 05 working days from the approval Decision, the Ministry of Science and Technology of Vietnam shall notify the leading Organization to finalize dossiers and submit them to the Ministry of Science and Technology and the Department of Science and Technology (for projects authorized for local management) for direct assignment consideration.
