Procedures and Documentation for Awarding Emulation Titles in the Industry and Trade Sector

On July 4, 2018, the Ministry of Industry and Trade issued Circular 16/2018/TT-BCT, stipulating specific procedures and documentation for awarding commendations in the industry and trade sector.

To be specific, Circular 16 stipulates the procedures and dossiers for conferring emulation titles and forms of rewards: "Labor Hero," "National Emulation Soldier," Emulation Soldiers at various levels and other emulation titles, Emulation Flags of the Government of Vietnam, Orders, Medals of all kinds, and Certificates of Merit of the Prime Minister of the Government of Vietnam in accordance with legal regulations.

The dossier for conferring the title "Emulation Soldier of the Ministry of Industry and Trade," "Certificate of Merit from the Minister of Industry and Trade" (rewarded for meritorious services and achievements): 01 set (original) includes:

- Submission letter;- Minutes of the meeting of the Emulation - Reward Council (with the results of the secret ballot for the title of Emulation Soldier of the Ministry of Industry and Trade);- Report on individual achievements

A simplified dossier for proposing the Certificate of Merit from the Minister of Industry and Trade applies to sudden rewards, rewards for periodic emulation or themed emulation, and achievements in organizing fairs and exhibitions of the Industry and Trade sector. The dossier includes:

- Submission letter proposing the reward from the unit under the Ministry of Industry and Trade, the Departments of Industry and Trade, along with the list of individuals and collectives proposed for reward;- Minutes of the meeting of the Emulation - Reward Council or the minutes of the emulation evaluation meeting of the Organizing Committee of the fair or exhibition;- Summary report on achievements made by units under the Ministry of Industry and Trade and the Departments of Industry and Trade (clearly stating the achievements and services performed) to propose rewards.

Circular 16 stipulates that the dossier proposing the Award of Commemorative Medals includes:

- Submission letter proposing the Award of Commemorative Medals from the unit under the Ministry of Industry and Trade, the Departments of Industry and Trade, along with the list of individuals proposed;- Minutes of the meeting of the Emulation - Reward Council of the level proposing the reward.

The head of the unit is responsible before the law for the procedures, dossiers, processes, the authenticity of achievements, and contents stated in the dossier submitted to the Minister of Industry and Trade.

Note that the dossiers proposing rewards should be sent to the Ministry of Industry and Trade, at the same time sending electronic dossiers to the address tdkt@moit.gov.vn (in “.doc” or “.docx” format for the submission letter, list, report on achievements; in “.pdf” format for other relevant dossiers; except for documents with contents related to state secrets).

The Office of the Ministry receives dossiers proposing conferring emulation titles and forms of rewards from units within and outside the Industry and Trade sector; is responsible for proposing rewards for emulation titles and forms of rewards to the leadership of the Ministry of Industry and Trade.
