Recently, the Ministry of Labor, Invalids, and Social Affairs issued Circular 42/2010/TT-BLDTBXH which stipulates the appointment, recognition, re-appointment, and re-recognition of principals of vocational colleges, vocational secondary schools, and directors of vocational training centers, including regulations on the procedure for appointing principals of vocational colleges.
How is the procedure for appointing a principal to a vocational college conducted? (Illustrative photo)
According to Article 6 of Circular 42/2010/TT-BLDTBXH, the procedure for appointing a principal of a vocational college is stipulated as follows:
The school/center needing to appoint a principal/director must submit to the competent authority for approval of the policy, clearly stating the need for the appointment. After obtaining the approval of the competent authority, the school's/center's leadership will propose specific personnel according to the following procedure:
- For internal human resources:
- The school board/leadership team of the center discusses, selects, and proposes a personnel plan based on the staff planning source or recommendations from key staff of the school/center, which may introduce from 01 to 03 candidates for selection.- Organize a key staff meeting chaired by the head or deputy head of the school/center to exchange, discuss the requirements, standards, and conditions for appointment; announce the list of candidates proposed by the leadership; summarize the biographies, educational background, work history, evaluations of strengths and weaknesses, and prospects of the candidates proposed for appointment.
- The meeting takes opinions from key staff on the appointment by secret ballot, using form No. 4 issued with this Circular (the confidence vote is for reference only, not the sole basis for appointment).- The meeting elects a ballot-counting committee of 03 members who are not the candidates being voted on. The committee has a head and 02 members. The ballot-counting record must be signed by the head and 02 members.- Organize a joint meeting chaired by the head or deputy head of the school/center, including: Secretary of the Communist Party Committee (or Cell Secretary), and the leadership team of the school/center to discuss and vote. The candidate proposed for appointment must be approved by the majority of the meeting members.
- For external human resources:
- The personnel organization agency under the Ministry, ministry-equivalent agencies, central agencies of political-social organizations, the People's Committee of provinces, and centrally-run cities (hereinafter referred to as provincial People's Committees) introduces candidates who meet the standards and conditions of the appointment position.- Representatives of the personnel organization agency under the Ministry, ministry-equivalent agencies, central agencies of political-social organizations, provincial People's Committees coordinate with the party committee and leadership of the agency or unit where the candidate works to understand and verify the candidate's background and discuss, reach consensus on the need for appointment with the agency or unit where the candidate works.- Based on the results of the background verification and the opinions of the agency or unit where the candidate works, the personnel organization agency under the Ministry, ministry-equivalent agencies, central agencies of political-social organizations, provincial People's Committees collect the party committee's opinions to agree on the appointment of the principal/director; discuss, evaluate, and vote.- The personnel organization agency under the Ministry, ministry-equivalent agencies, central agencies of political-social organizations, provincial People's Committees propose to the competent authority for consideration and decision on the appointment.
- For the first principal/director of newly established vocational colleges, secondary vocational schools, and vocational training centers:
Based on the standards and conditions for appointing the school's principal/center's director, the personnel organization agency under the Ministry, ministry-equivalent agencies, central agencies of political-social organizations, provincial People's Committees selects and proposes to the competent authority stipulated in Article 8 of this Circular for consideration and decision on the appointment.
