Procedure for restoring driver license points in Vietnam when all points have been deducted

According to Clause 3 Article 51 of Decree 168/2024/ND-CP prescribing the sequence and procedure for restoring driver's license points when the license has all points deducted:

- After the individual whose driver's license has had all points deducted undergoes a knowledge test on road traffic order and safety laws and meets the requirements, the test results are updated into the software for testing legal knowledge on road traffic order and safety and synchronized with the Database on administrative violations relating to road traffic order and safety. The driver's license points data will be restored to a full 12 points and automatically updated in the Database on administrative violations relating to road traffic order and safety;

- Immediately after the driver's license points data is restored to a full 12 points, the authorized person specified at point b clause 1 Article 51 of Decree 168/2024/ND-CP will notify the individual whose driver's license points have been restored about the restoration;

- Notification of the restoration of driver's license points is conducted in writing according to a form prescribed by the Minister of Public Security and delivered directly or sent via postal service or through electronic means via the citizen's registered account on the Public Service Portal and Traffic Application on mobile devices; simultaneously, updating information on the driver's license whose points have been restored on the Traffic Police Department's website.

In case the driver's license is in the form of a data message, the agency or authorized person will update the status of driver's license point restoration in the electronic identification card, electronic identification account on the national identity application.

Regulations on test requirements to restore points in Vietnam from January 1, 2025

(1) For motorcycles

Individuals with a motorcycle license having all points deducted will have their driver's license points restored when they achieve the required score on the theoretical law knowledge test.

The theoretical law knowledge test on road traffic order and safety is conducted according to the theoretical question set for issuing a driver's license as stipulated by the Minister of Transport.

(2) For automobiles

Individuals with an automobile driver's license having all points deducted will have their points restored when they achieve the required results in both the theoretical law knowledge test and the simulated law knowledge test.
