Procedure for reissuance of Certificate of Inland Waterway Vessel Registration in Vietnam from March 1, 2025

The procedure for reissuing the Certificate of Inland Waterway Vehicle Registration is detailed by the Ministry of Transport in Decision 120/QD-BGTVT in 2025 as follows:

(1) Process:

- Submitting the administrative procedure dossier: Organizations and individuals submit the application to the vehicle registration agency:

+ Vietnam Inland Waterway Administration and regional Inland Waterway Sub-Departments organize the registration of vehicles with the VR-SB grade for organizations and individuals.

+ Departments of Transport in centrally governed provinces and cities:

++ Register  vehicles  with  the  VR-SB  grade,  non-motorized  vehicles  with  a  total  weight  of  over  15  tons,  vehicles  with  main  engine  total  capacity  over  15  horsepower,  vehicles  with  a  capacity  of  over  12  passengers  for  organizations  or  individuals  with  headquarters  or  registered  permanent  residence  in  those  provinces  or  cities.

++  Organize  and  implement  vehicle  registration  under  the  authority  of  district  and  commune-level  transport  management  agencies.

+ District-level transport management agency:

++  Register  vehicles  with  main  engine  total  capacity  from  05  to  15  horsepower  or  with  a  capacity  of  05  to  12  passengers  for  organizations  or  individuals  with  headquarters  or  registered  permanent  residence  in  the  managed  area.

++  Organize  and  implement  vehicle  registration  under  the  authority  of  commune-level.

+ Commune level conducts registration of non-motorized vehicles with a total weight from 01 ton to 15 tons or with a capacity from 05 to 12 passengers, motorized vehicles with a main engine capacity under 05 horsepower or with a capacity of under 05 passengers for organizations and individuals with headquarters or registered permanent residence in the managed area.

- Handling administrative procedures: The vehicle registration agency receives, checks the dossier, and processes it as follows:

+ For dossiers submitted directly, if the dossier is complete, then issue a receipt and appointment to return the results within the prescribed time; if not complete, return it and guide the organization or individual to complete the dossier;

+ For dossiers received via postal system or online public service, within 02 (two) working days from the receipt date, the vehicle registration agency checks dossier components; if complete, they accept the dossier and inform the result return time; if not complete, they send a document requesting the organization or individual to complete the dossier;

+ Within 03 (three) working days from the date of receiving a complete dossier and the organization or individual having fulfilled financial obligations (if any), the registration agency issues the certificate and sends it directly or via the postal system or online public service system to the vehicle owner. If not issued, a written response stating the reason must be provided.

(2) Method of implementation: Submit directly or send via the postal system or online public service system.

(3) Component, quantity of dossier:

- Dossier components:

+ Documents to be submitted for retention at the vehicle registration agency: Application for reissuance of Certificate of Inland Waterway Vehicle Registration as prescribed;

+ Present or send the original or a certified copy or electronic copy certified from the original or an electronic copy issued from the original registry of the Safety and Environmental Protection Certificate for the vehicle still valid for those required for inspection for the vehicle registration agency to check.

- Quantity of dossier: 01 set.

(4) Time limit for settlement: 03 (three) working days from the date of receiving a complete dossier and the organization or individual having fulfilled financial obligations (if any).

(5) Subjects implementing the administrative procedure: Organizations, individuals.

(6) Agency implementing the administrative procedure:

- Authority to resolve: Vietnam Inland Waterway Administration, regional Inland Waterway Sub-Departments, Departments of Transport, district and commune-level transport management agencies;

- Agency or person authorized or delegated: None;

- Agency directly implementing administrative procedures: Vietnam Inland Waterway Administration, regional Inland Waterway Sub-Departments, Departments of Transport, district and commune-level transport management agencies;

- Coordinating agency: None.

(7) Result of implementing the administrative procedure: Certificate of Inland Waterway Vehicle Registration.

(8) Fees and charges: 70,000 VND/certificate.

(9) Form names, administrative declaration form; sample result of administrative procedure settlement:

- Application for reissuance of Certificate of Inland Waterway Vehicle Registration;

- Certificate of Inland Waterway Vehicle Registration.

(10) Requirements, conditions for implementing administrative procedures:

- The Certificate of Inland Waterway Vehicle Registration lost or damaged can be reissued upon submission of a complete dossier as prescribed.
