This is a notable content stipulated in Circular 46/2016/TT-BQP issued by the Ministry of National Defense on April 01, 2016.
The procedure for referral in medical examination and treatment in facilities managed by the Ministry of National Defense is guided by Circular 46 as follows:
Medical examination and treatment facilities, when referring a patient, have the following responsibilities:
- Notify and explain the reason for the referral to the patient;- Fully record the contents according to the referral form;- Ensure sufficient means of transportation and medical equipment to handle emergencies during transportation; assign specialized staff to escort and handover the patient and the referral form to the receiving medical facility. In case of referral to a lower-level facility, inform the unit directly managing the patient so that the unit can be responsible for transferring the patient.
The procedure for referrals between military medical facilities and civilian medical facilities is implemented according to Circular 14/2014/TT-BYT.
Note:
- For referrals between medical examination and treatment facilities, only the referral form from the facility directly transferring the patient is required; the referral form is valid for 10 days from the date of signing.- Each appointment slip for re-examination is used only once within the time specified in the appointment slip and must not exceed 30 days from the date of signing the appointment slip.- Emergency situations are determined, evaluated, and documented by the doctor or physician directly receiving the patient.
