Newly emerging poor households and newly emerging near-poor households are households not included in the local list of poor households and near-poor households currently being managed but face sudden difficulties within the year. If they wish to be considered for additional approval, the following procedures shall be followed:
Conditions: Households legally residing and registered with permanent residency in the area (or registered for temporary residency for 06 months or more) that have encountered unforeseen difficulties during the year such as:
- Suffering the consequences of sudden risks and events in the year. Includes: natural disasters (droughts, floods, storms, tornadoes, tsunamis); severely polluted environment; occupational accidents, traffic accidents, serious illnesses; encountering economic risks (suffering major damages to key assets such as housing, production tools, loss of productive land, crop failure, epidemics); encountering social risks (being deceived, being a victim of crime).- Changes in household demographics (such as childbirth, bringing home a daughter-in-law, soldiers returning from military service, the death of a primary income earner in the household, and other demographic changes causing difficulties to the household's living conditions).
Documents: Application for review and supplementation as a poor or near-poor household (Appendix No. 1a - Circular 17/2016/TT-BLDTBXH)
Processing agency: Commune People's Committee.
Procedure:
- The household (household head or an authorized household member) submits an application for review and supplementation as a poor or near-poor household, confirmed by the village head, and submits it directly or sends it via mail to the Commune People's Committee for receipt and processing;- The Commune People's Committee directs the Commune Poverty Reduction Board to organize an appraisal according to the household review process that may fall into poverty or near-poverty as stipulated in Article 6 of Circular 17/2016/TT-BLDTBXH.- The Chairman of the Commune People's Committee issues a Decision recognizing the arising poor or near-poor household.
Processing time: Maximum of 07 working days (from the receipt of the application).
